An advanced contract award notice (ACAN) is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date and time stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
1. Definition of the requirement:
The Correctional Service Canada has a requirement to for Offender Paid Television Services at Edmonton Institution for Women. The work will involve the following:
Objectives:
To provide a viable and balanced CATV signal or equivalent throughout the Institution up to 200 CATV outlets at Edmonton Institution for Women.
1.2 Tasks:
The main CATV feed for the service for all units will be through the administrative building, main electrical room. From there the feed will be distributed and amplified, as required, to provide a viable, balanced 0dB signal to each of our CATV outlets.
The conduits, cables, and wires currently existing on the property shall remain the property of CSC Edmonton Institution for Women. Any communication facilities, hardware, and/or equipment on the premises installed by or on behalf of the Contractor on, in or to the premises shall remain the sole and exclusive personal property of the Contractor.
The Contractor’s regular published installation and/or relocation charges shall apply including additional outlets or relocation of the existing outlets when requested by the project authority.
1.3 Expected results:
Viable and balanced CATV signal or equivalent on a continued bases.
1.4 Performance standards:
Contractor will respond to reports of cable outages within 3 hours and have it repaired in a reasonable amount of time.
Any work or maintenance must be performed during hours agreeable to both the Contractor and the Project Authority and done in such that there will be minimum impact to the normal institutional routine. All work and requests from the Contractor will be addressed to the Project Authority and/or their delegate.
1.5 Deliverables:
1.5.1 Edmonton Institution for Women has 200 cable drops. CSC requires that all drops be active at all times. CSC will provide a quarterly occupancy report for billing purposes. The quarterly report will identify the number of users as well as the Common Area feeds (i.e. 168 Offenders + 32 common areas = 200 billable units. The Contractor must provide viable television service to the outlets at Edmonton Institution for Women with minimal interruptions of service.
The list of channels will be reviewed annually, with the option to switch equivalent channels.
1.5.2 Paper consumption:
a. Should printed material be required, double sided printing in black and white format is the default unless otherwise specified by the Project Authority.
b. The Contractor must ensure printed material is on paper with a minimum recycled content of 30% and/or certified as originating from a sustainably managed forest.
c. The Contractor must recycle unneeded printed documents (in accordance with Security Requirements).
1.6 Constraints:

ii. No travel is anticipated for performance of the work under this contract.
1.6.2 Language of Work:
The contractor must perform all work in English.
1.6.3 Institutional Access Requirements
Contractor personnel will be escorted at all times by Correctional Service Canada personnel or those authorized by CSC on its behalf. Contractor personnel must adhere to institutional requirements for the conduct of searches by Correctional Service Canada prior to admittance to the institution/site. Correctional Service Canada reserves the right to deny access to any institution/site or part thereof by any Contractor personnel, at any time.
2. Criteria for assessment of the statement of capabilities (minimum essential requirements):
Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:
Experience :
The contractor has experience suppling CATV signal or equivalent to a commercial building for two years and it must have acquired in the past five years prior to date of bid closing
Bidders must provide the following details as to how the stated experience was obtained:
Name of the client organizations(s) and contact information;
Start and end dates of the projects
Nature and scope of the services provided;
A reference that can confirm the proposed resource’s experience.
3. Applicability of the trade agreement(s) to the procurement
This procurement is not subject to any trade agreement.
4. Set-aside under the Procurement Strategy for Aboriginal Business
This procurement is not subject to any set-asides for Aboriginal Suppliers.
5. Comprehensive Land Claims Agreement(s)
This procurement is not subject to a Comprehensive Land Claims Agreement.
6. Justification for the Pre-Identified Supplier
The pre-identified supplier meets all of the minimum essential requirements described in this ACAN.
7. Government Contracts Regulations Exception(s)
The following exception to the
Government Contracts Regulations
is invoked for this procurement under subsection:
(d) only one person is capable of performing the contract.
8. Exclusions and/or Limited Tendering Reasons
The following exclusion(s) and/or limited tendering reasons are invoked under the section of the trade agreement(s) specified:
This procurement is not subject to any trade agreement.
9. Ownership of Intellectual Property
There are no intellectual property terms in the contract.
10. Period of the proposed contract or delivery date
The proposed contract is for a period of 5 (five) years, from December 1, 2020 to November 30 2025.
11. Cost estimate of the proposed contract
The estimated value of the contract, including option(s), is $212,184.00 (GST/HST extra).
