The maximum email file size that Parks Canada is capable of receiving is 15 megabytes. The Bidder is responsible for any failure attributable to the transmission or receipt of the emailed bid due to file size.
The Bidder should be cognisant of the size of the email as a whole, and not only the attachments. Please take into consideration that some attachments, when sent, may be resized during the email transfer. If the email size is too large, the Bidder should send the bid in multiple emails properly labeled with the solicitation number, project name, and indicate how many emails are included (ex. 1 of 2).
Emails with links to bid documents will not be accepted. Bid documents must be sent as email attachments.
REQUIREMENT
The Parks Canada Agency requires the provision of services to supply, install, operate and maintain an automated permit machine system operational from May 5, 2021 until March 31, 2022 with an option to extend the contract at the end of the period identified. The services are required in the Lake Louise, Yoho, Kootenay Field Unit. The automated permit machines will issue various national park entry passes as well as parking permits (for the Upper Lake Louise parking area only).
Parks Canada wishes to lease twelve (12) automated permit machines, which will be installed by the Contractor in the locations listed below. In addition to the pay station hardware, the Contractor will also be required to provide the associated central management system to support the machines, as well as a real-time web-based enforcement application available on a handheld or mobile device.
The automated permit machines will issue various national park entry passes as well as have the ability to issue parking permits (Upper Lake Louise location only).

Period of Contract
The period of the Contract is from date of Contract to March 31, 2022 inclusive.
The Contractor grants to Canada the irrevocable option to extend the term of the Contract by up to one (1) additional one (1) year period being as follows: April 01, 2022 to March 31, 2023 inclusive under the same conditions. The Contractor agrees that, during the extended period of the Contract, it will be paid in accordance with the applicable provisions as set out in the Basis of Payment.
Canada may exercise this option at any time by sending a written notice to the Contractor before the expiry date of the Contract. The option may only be exercised by the Contracting Authority, and will be evidenced for administrative purposes only, through a contract amendment.
OPTIONAL SITE VISIT
There will be an optional site visit on
January 26, 2021 at 11 AM MST . Interested bidders are to meet in front of the washroom building, located on the lower level of the Lake Louise Lakeshore (public) parking lot in Banff National Park. The Lake Louise Lakeshore parking lot is located 4.1 KM south of the Lake Louise Drive and Trans-Canada Highway interchange. From this location, after sufficient time for viewing, bidders will travel separately to the second location, the Lake Louise Visitor Centre located in the village of Lake Louise.
Please be advised that there will be a limit of two (2) representatives per bidder attending the site visit. Bidders are requested to RSVP to the contracting authority by
January 25, 2021 at 12:00 PM MST . Should there be sufficient interest in site visit attendance, Parks Canada may assign time slots to bidders in an effort to maintain social distancing protocols and outdoor gathering measures .
In accordance with provincial health regulations, interested bidders must be symptom free and observe social distancing from others on site. Face masks are recommended during the site visit but are mandatory if 2 metre social distancing cannot be met. Question and answer session will be held outdoors during or after site visit.
Bidders are requested to communicate with the Contracting Authority before the optional site visit to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders who do not attend or do not send a representative will not be given an alternative appointment but they will not be precluded from submitting a bid. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.

All enquiries of a technical and contractual nature are to be submitted to the Contracting Authority.
Enquiries regarding this bid must be submitted in writing and should be received no later than five (5) calendar days prior to the date set for solicitation closing to allow sufficient time to provide a response. Enquiries received after that time may result in an answer NOT being provided.
INFORMATION:
National Parks Regulations require that all work is to be performed in accordance with the ordinances, laws, rules and regulations set out in the National Park Act.
Bidders that consider themselves qualified to provide this Work and intend to submit bids on this project should obtain documents from the Government Electronic Tendering Service through the Government of Canada tendering service at

. Addenda, when issued, will be available from the Government of Canada tendering service. Bidders that elect to base their bids on documents obtained from other sources do so at their own risk. Late submissions will not be considered.
The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada. Parks Canada has made every effort to provide equivalent documents in both official languages, however, if you find any discrepancies between the English and French documents, please notify the contract officer listed in this opportunity as soon as possible so that we can rectify the situation.
