1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the Requirement
1.1 Introduction
The Department of Mechanical and Aerospace Engineering at the Royal Military College of Canada (RMC) has a requirement for a Schlieren System for observing shock flow patterns in supersonic wind tunnel testing. The system will be applied in teaching of aerodynamics of supersonic aircraft and turbomachinery and their components. Fourth year students will be introduced to this useful flow visualization and measurement system and will be a vital tool available to them during their wind tunnel experiments in courses or design project.
1.2 Background
RMC teaches and conduct research in supersonic aerodynamics for aircraft and turbomachinery using wind tunnels. Schlieren System is an essential tool for these experiments and is used for quantitative measurement and qualitative observation of supersonic airflow and shock flow pattern around models. Students can use these flow patterns to calculate shock and expansion positions and angles. The Schlieren System should have high intensity light source, high quality mirrors/lens, knife-edge, screen, and flexible and quick-adjustable holders/stands.
2.0 REQUIRMENTS
The required Schlieren System must meet the following specifications:

2.8 Alignment of Optical Units
Properly marked and rigid mounting of each item for easy and proper alignment/adjustment.
2.9 Schlieren Optics Height from Floor The combined height of optical stands and optical tables should be such that the centerline of optical elements can be adjusted from 44 inch to 50 inch from laboratory floor.
2.10 Power Supply
115 VAC/60 Hz
2.11 Technical Support/Maintenance Email or telephone response within 24 hours for installation, operation, and troubleshooting technical support.
2.12 Storage
All components will have associated equipment to support safe storage or care (dust covers for example) when not in use.
2.13 Documentation/Manuals Electronic or hardcopy of installation, operation, troubleshooting, and technical support procedure.
