FEASIBILITY STUDIES,NEEDS ANALYSIS
The City of Fredericton (COF) is requesting a proposal from consultants who have the expertise and knowledge of the City, the COF Municipal Plan and Growth Strategy, Recreation Master Plan, and the NBEX Plan, and is interested in undertaking a study and submit a report for a need's assessment and feasibility study for a Field House. This would include a review of current indoor court-based field house and gymnasium infrastructure and provision; consultation (including stakeholder interviews,
user group, staff and public consultation), the identification of current as well as projected infrastructure use needs and demands, provision of facility paradigms, cost estimates and siting options.
In Phase 1, key deliverables will include: Public and user group engagement, a comprehensive court space demand analysis and needs assessment of user groups and programs (including Para-sport accessibility, sport tourism requirements, future expansion, and municipal access considerations).
In Phase 2, key deliverables will include the determination of a facility paradigm, cost estimates (including the identification of funding models and potential funding partnerships, and all other funding opportunities such as grants) and the identification of potential facility sites.
Currently, in lieu of the City of Fredericton providing municipally owned and operated field house and gymnasium infrastructure for community use, the municipality has entered into licensing agreements with the Anglophone West School District to secure gym access for community use during designated after-school hours. The agreements permit the use of gymnasium infrastructure at schools located throughout the City. These agreements have been in use for many years and are updated periodically.
Since 1975 (when the facility was constructed), the City has also had access (during designated after-school hours) to a Field House which is attached to the Nashwaaksis Middle School. Access is provided via a separate Field House Agreement which is a three-way partnership between the City, the Province of New Brunswick and the Anglophone West School District. Although participation in the agreements have resulted in community infrastructure provision, designated hours of use limit access, and
the ability to secure guaranteed access (ie. for tournaments and sport tourism opportunities) has proven challenging.
