Notice of Proposed Procurement for Tug and Barge Support Services, Bligh Island

TUG AND BARGE SERVICES, BLIGH ISLAND SHIPWRECK:

This requirement is for Fisheries and Oceans Canada.

BACKGROUND:

Dating back to mid-September 2020 the Canadian Coast Guard received several reports of extensive sheening throughout the Zuciarte Channel on the West Coast of Bligh Island.

Further investigation identified the source of the pollution as the wreck of the MV Schiedyk which sank on 03 January 1968 with all crew were rescued. Vessel has been located in 360’-400’ water with a position start 49 38 080N , 126 30 433W, end 49 38 159N , 126 30 443W.

The Canadian Coast Guard (CCG) is building long-term plans to maintain decontamination facilities, Pollution Counter near the spill site, which requires a large floating platform for staging equipment near the wreck site.

OBJECTIVES OF THE REQUIREMENT

Barge will be utilized as a staffed floating staging area, at anchor, proximal to wreck site of M/V Schiedyk, Bligh Island, Nootka Sound. Once mobilized to Gold River, barge will be loaded with CCG equipment, then placed at anchor near the spill site. Input from contractor on a safe / appropriate mooring location is required. Barge must be appropriately lit while at anchor. Appropriate size and bollard pull tug required for the barge must be available on standby to maneuver barge within Nootka Sound/Muchalat Inlet during operational hours (0700-1900). Barge will be loaded with additional equipment (Government Supplied Material) at CCG staging area in Gold River, or at site by crane. While at anchor, daily, oil spill response staff will be utilizing the barge for briefings, personnel decontamination, waste management and equipment deployment/recovery. The crane onboard the barge will be used to hoist waste bags from small landing crafts, to the barge’s waste bins. As waste reaches capacity, the tug will be required to tow the barge into Gold River for offloading/unloading. An onboard decontamination station will generate liquid oily waste, and that must be temporarily stored and offloaded in Gold River. As the barge will have spill response staff onboard while at anchor, appropriate railing, covers and guards must be present to avoid accident. Between mobilization and demobilization, a minimum size tug for towing the barge to and from Gold River is required.

While at anchor, the barge will be a manned barge, and must adhere to Transport Canada

requirements (Canada Shipping Act, 2001 (2001, c. 26)).

The contractor must have loaded with equipment and be at anchor near spill site on site two weeks after contract award.

SECURITY REQUIREMENTS:

There is no security requirement associated with this bid solicitation

PERIOD OF CONTRACT:

The period of contract shall be from date of award to March 31, 2022. There is one (1) option period of one (1) year to be exercised at the discretion of the Department.
