Employment and Social Development Canada (ESDC) has a requirement for thermal receipt printers on an as and when requested basis.
The purpose of this Request for Standing Offer (RFSO) is to establish up to three Standing Offers (SO) for the delivery of thermal receipt printers to multiple destinations across Canada which are identified in Annex E Delivery Locations over an initial period of three years from SO issue date with an option to extend for one additional year. ESDC has an initial requirement of 258 printers which must be delivered on or before March 31st, 2021. The initial requirement of printers must be either the Ithaca iTherm 9000 or the Epson TM T88VI. ESDC estimates an additional 1680 units over the duration of the Standing Offer Period for any printer that meets the mandatory specifications on an as and when requested basis. Actual usage may vary. This is a standardization exercise, as ESDC would like to decrease their technical and administrative overhead by contracting with one Offeror only for thermal receipt printers for a minimum of the next three years. Printer purchases through the resulting standing offers beyond the initial purchase of 258 printers may be restricted to the highest ranking offeror. However, up to three Standing Offers may be issued under this RFSO, one to the Offeror who offers the Ithaca iTherm 9000 or the Epson TM T88VI to satisfy the initial requirement, one to the Offeror who offers the highest ranked printer which meets our mandatory specifications and passes the testing requirements identified in Annex A Requirement which will be used for the standardization exercise, and one to an Offeror who offers the second highest ranked printer to be used if the highest ranked offeror is unable to provide the required printers as per the issued call-up. Individual SO's will be awarded as soon as compatibility testing has been completed and therefore, there may be staggered issue dates.
The requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA), the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), the Canadian-European Union Comprehensive Economic and Trade Agreement (CETA), the World-Trade Organization-Agreement on Government Procurement (WTO-GPA) and the Bilateral Free Trade Agreements with Canada-Chile, Canada-Columbia, Canada-Honduras, Canada-Korea, Canada-Panama, Canada-Peru and Canada-Ukraine.
