Elk/Beaver Lake Remediation (Oxygenation) Project
Call for Credentials
The Elk/Beaver Lake Regional Park is located in the Saanich Peninsula, 12 km north of Victoria, BC along Highway 17 (Patricia Bay Highway). While the park itself is managed and maintained by the Capital Regional District (CRD), responsibilities for the stewardship and management of the lakes falls to several jurisdictions. For example, the Ministry of Environment and Climate Change Strategy is responsible for managing water resources and the Ministry of Forests, Lands, Natural Resources Operations and Rural Development, is responsible for managing the fisheries. Together, they promote and support the year-round recreational use of the lakes. The lakes also serve as critical aquatic habitat for the endangered Western Painted Turtle and as headwaters to the Colquitz River, which supports cutthroat and coho salmon.
Water quality issues at Elk and Beaver Lake were identified in the 1980s, and studies suggest that high phosphorus loading has had a significant impact on environmental and recreational values. Specifically, increases in toxic cyanobacteria blooms and growth of Eurasian milfoil, particularly in the shallow channels that connect the two lakes has resulted in increased risks to the public and significant impacts to recreational uses in Beaver Lake. Additionally, there has been an increased operational demand to run an on-lake weed harvester throughout the summer to manage the weeds.
This call for credentials is to invite statement of credentials from consultant teams having experience in lake remediation design and implementation projects. The purpose of this submission is to select a maximum of three (3) qualified and experienced teams, which will be invited to submit detailed proposals to undertake the design and construction administration of this Elk/Beaver Lake Remediation (Oxygenation) Project.
Scope of Work
This remediation project is defined by the following components:
·Review the Elk/Beaver Lakes Remediation Plan documents and confirm the recommendations are appropriate in addressing the problems at Elk/Beaver Lakes.
·Design an oxygenation system for Elk Lake remediation based on the "Speece Cone" technology.
·Investigate and evaluate various de-stratification technologies and recommend the best suitable system for Beaver Lake.
·Design a de-stratification system based on the above recommendation.
·Evaluate various locations for the system installation and recommend the most appropriate sites.
·Assist the CRD project management team in the construction and commissioning of the Elk/Beaver Lakes remediation systems.
