LOn January 7th, 2021, Public Works and Government Services Canada (PWGSC) issued two Requests for Proposals (RFPs), entitled Alberta New Solar Electricity Generation (EW038-210082/B) and Alberta New Solar Electricity Generation - PSAB Set-Aside (EW038-211946/A). These RFPs aimed to solicit bids to establish power purchase agreements (PPAs) with solar electricity generators located in the province of Alberta. PWGSC was seeking net new solar generation facilities which would supply 255,625 MWh of solar electricity annually, for a period of 10 years. The proposed agreement included one five-year option period.

The solicitation period closed on February 24th, 2021, with no bids received.

PWGSC is issuing this Request for Information (RFI) in order to determine what factors led to the lack of success for these solicitation process and how to modify the solicitation process in order to achieve success in a future procurement.
