SCOPE OF WORK:
Correctional Service Canada (CSC) is working with Public Works and Government Services Canada (PWGSC) to develop a project for the design and construction of an exemplary health care facility; a Health Centre of Excellence (HCoE).
The Consultant will provide a broad range of architectural, engineering, planning, and other specialized services to deliver preliminary project development (pre-design) in achieving a coordinated, digitally-enabled, and integrated approach to the design and development of the HCoE.
The purpose of this tender is to commission a comprehensive pre-design package for the new health care facility, which would be located on Dorchester Penitentiary grounds in Dorchester, New Brunswick.
NOTE:
A consultant firm and/or personnel performing pre-design services would not be precluded from participating on future design services for the same project, unless they had some role in developing the RFP or the Scope of Services for the design services contract.
RFP DETAILS:
The RFP will be a two phase submission process. The evaluation criteria for the Phase One proposal addresses only the previous achievements and experiences of the proposed Consultant Team.Each Proponent submitting a responsive Phase One proposal will be notified in writing of its Phase One Rating. Phase Two proposals are to be prepared and submitted after Proponents have been advised of the results of evaluation of Phase One proposals. All Proponents submitting responsive proposals in Phase One, regardless of their Phase One Ratings, are eligible to prepare and submit a Phase Two proposal.

INDIGENOUS BENEFITS PLAN
This RFP requires proponents to include an Indigenous Benefit Plan (IBP). Meaningful engagement with Indigenous peoples across Canada is a priority of the federal government and our Departments. In particular, this project is expected to provide opportunity for an Indigenous Architect.

BID RECEIVING
This RFP allows and encourages Proponents to use the epost Connect service provided by Canada Post Corporation to transmit their proposal electronically. Proponents must refer to GI16, Submission of proposal, and SRE 2, Proposal Requirements, for further information. Due to the nature of the bid solicitation, transmission of proposals by facsimile is not recommended for administrative reasons but offered to Proponents to provide an alternative opportunity in case of incompatibility or inability to transmit by epost Connect service.
