When bid submissions are evaluated on a point system:

- The price differential under which a NB supplier preference may be applied will be limited to 10%. When the highest scoring acceptable bid submission before preferential treatment is applied is a New Brunswick vendor, the price differential under which a NB manufacturer preference will be applied will be limited to 5%.
- The preferential treatment will be applied by allotting a maximum of an additional 5% of the total possible points to New Brunswick manufacturers' total scores and 4% to NB vendors' total scores. If no bid from a New Brunswick manufacturer has been retained for preferential treatment, New Brunswick vendors may receive a maximum of an additional 5% of the total possible points rather than 4%.
The decision to apply a preference will be at the sole discretion of Service New Brunswick. To be eligible, suppliers must meet the definition of NB supplier as identified by the regulation under the

Q1. Is sand from Raymond Carpenter's pit located at Colton Brook Hill suitable for Hampton and Moss Glen and other sand sheds, as I do not see it on the disqualified pit list so is it suitable for winter sand or does it meet the gradation limits?
R1. Carpenter Pit in Colton Brook is not currently on the disqualified list. All sand pits awarded will need to meet the Technical Specifications set out in section 2.0 of the Tender Specifications. If the sand does not meet spec, the contract will be cancelled.
The closing date detailed within the Specification has been updated to reflect the closing date listed within the Invitation to Tender.
All other information remains the same.

SCOPE
The intent of this tender is for the
supply and screening of sand to be used for winter maintenance operations. In some cases,
the loading of winter sand may be included.
The contract period will be from the date of purchase order issue to August 1, 2021 with ONE (1) one-year mutually agreeable optional period. If either party chooses not to exercise the option year, the Province of New Brunswick reserves the right to re-tender the applicable location(s). In the event of a contract cancellation within the contract period (excluding optional renewal year), the Province of New Brunswick reserves the right to consider the next lowest compliant bidder or re-tender
the location. The Province of New Brunswick does not guarantee a specific volume in the option year.
CONTRACT AWARD CRITERIA
The contract will be awarded by considering not only the cost of supplying, screening and loading the natural or manufactured sand, but also the cost of haulage by DTI or others, to the desired location(s). DTI's haulage rates for Soil, Rock and Aggregate, as of June 2018, will be used for evaluation purposes.
ATTACHMENTS
A copy of haulage rates are also included within the Specifications under Appendix A.
An Excel spreadsheet is attached as Appendix B for vendors to complete in addition to this Invitation to Tender document.
All insurance requirements, detailed in the attached Appendix C, shall be verified by DTI District staff prior to work starting. See attachment "Insurance Requirements - Appendix C" for details.
Within the Specifications, please see Appendix D for a list of non compliant pits and locations. DTI will reject any bid containing sand supplied from these pits.
TESTING AND QUALITY ASSURANCE
At the discretion of DTI, all sand may be tested for moisture at the source. When testing, DTI will take two (2) samples, one sample from the surface and the other sample from the interior of the pile and each of the two (2) samples will be tested.
The average of the two tests will be used as the final moisture content results.
Moisture content of the sand shall not exceed 5%. DTI reserves the right penalize the Supplier for each percentage point, or part thereof, in excess of 5%.
OPTION TO SUBMIT LOADING PRICE
Suppliers who are able to load the material are invited to submit a price per ton for the service. In the event a Supplier cannot load the winter sand, DTI will make arrangements for the loading.
If the bid price per tonne to load winter sand is deemed to be excessive by DTI representatives, DTI reserves the right to negotiate the price per tonne. If negotiations between DTI and the Supplier are not successful in reaching a price to DTI satisfaction, DTI shall arrange for the rental of equipment to be used in loading the sand.
If the Supplier does not possess the capability to weigh loaded trucks at the source location, the method of weighing trucks used to determine payment for supply shall be used to calculate payment for loading.
VENDOR QUESTIONS

HOW TO SUBMIT PRICING
Vendors are invited to submit their UNIT PRICE--the price for a
single ton within the Tender Item--under the 'Unit Price Including Discount' column. Vendors should then multiply their unit price by the 'Quantity/Unit' to calculate the 'Extended Price'.
The 'Unit Price Including Discount' and 'Extended Price' should NOT include taxes.
