The City of St. Albert is requesting proposals from qualified, licensed and professional
consulting firms to provide consulting, detailed design and construction management
services for a three-year Bridge Inspection and Maintenance (BIM) Program (2021-
2023) with the possibility of extension for up to 2 additional years (2024, 2025)
with an annual review.
This program is to provide qualified bridge inspection services, based upon the
developed BIM program, for the years of 2021, 2022 and 2023 for the following
structures:
9 transportation bridge structures
7 pedestrian bridge structures
4 bridge culverts
Include rate for additional inspections (provide price per inspection, include
breakdown of rates)
Performed inspections shall follow Alberta Transportation Bridge Inspection
Maintenance inspection criteria and information collected during the inspection process
will be uploaded onto the Transportation Information Management System (TIMS) by
the successful proponent.
The City would be accepting to proposals that are not based on the BIM/TIMS format
and criteria. However, the proposed alternative system must be presented as a holistic
approach to work along the existing Bridge Management System that the City is has
traditionally used.
The consultant will report directly to the Transportation Infrastructure Engineer as a
trusted advisor and will also provide, on an as needed basis, support for any
engineering related inquiries requested by the City. This may include, but not be limited
to, assistance in planning major bridge repairs that arise due to inspection results,
planning any level II inspections, planning bridge maintenance, and budget planning.
The successful consultant shall also be responsible for the provision of engineering
design, tender, construction &post construction administration services for yearly Bridge
Maintenance & Repair Tender based on the findings of the annual BIM inspections
(Provisional).
Additional work to be included in the project scope:
1) 10-year Long Term Rehabilitation Plan (for long-term budgeting and asset
management planning) – Provide a 10-year bridge maintenance/repair plan at a
lump sum cost, to be phased over 2 years (2022, 2023)
2) Heritage Lakes Pedestrian Bridge – Additional engineering design, tender,
construction & post construction administration services will be required for a
major repair in 2021.
3) St. Albert Boat Launch (across from St. Albert Place) – Provide inspection and an
individual report providing a deficiency assessment with repair prioritization in
2021.
4) Grandin Pond EcoPark Outlook – Provide inspection and an individual report
providing a deficiency assessment with repair prioritization in 2021.
