Alberta Environment and Parks (AEP), Water Infrastructure & Operations Branch (WIO) is seeking Contractors to provide electrical and instrumentation inspection, maintenance, servicing and completion of small upgrade projects associated with the Supervisory Control and Data Acquisition (SCADA) Systems and controls at various water management infrastructure sites located in Alberta. WIO is responsible for operating and maintaining the water management infrastructure owned by the Government of Alberta.
Government owned water management infrastructure consists primarily of earth and concrete structures. This infrastructure also includes electrical, mechanical and geotechnical components along with electro-mechanical and geotechnical instrumentation and SCADA monitoring and control systems. Regular maintenance must be performed on these systems, and WIO personnel identify deficiencies with the major structures and the supporting sub-systems during regular inspection.
The OIB SCADA System encompasses water controls structures located as far south as Waterton Dam and as far north as South Heart River Dams north of High Prairie. All of the projects and systems include SCADA system components including but not limited to Programmable Logic Control (PLC) based control systems including PLC I/O, human machine interfaces, instrumentation, sensors and communications equipment and low voltage power distribution systems, motor control centers, motor starters, motors, gate actuators, uninterruptible power supplies and generators. To ensure continuous function of this equipment, regular maintenance is required and occasional technical servicing as well. In order for operations staff to ensure deficiencies in the equipment are properly addressed WIO must have access to the technical knowledge and competency for the various makes and models of equipment located at the various sites. Currently those resources do not exist within the organization and it must therefore be accessed using external resources.
For the purposes of this work, it is desirable to engage the services of three (3) qualified contractors to provide services to WIO through the Project Manager. The contractors will be selected through a Request for Proposal (RFP) process as detailed in this document. As such, the contractors are requested to respond to one (1) of the three (3) contracts listed in Appendix B of this RFP.
