Issued: July 27, 2021 File # PHSA 03374 NOI Title: Spartan Controls Delta V System and AMS Device Manager Provincial Health Services Authority Notice is hereby given that Vancouver Coastal Health Authority (the “Health Authority”), through their agent Provincial Health Services Authority (“PHSA”), intends to directly award a Contract to the following supplier to provide Spartan DeltaV and AMS Device Maintenance and Support for Vancouver Coastal Health Authority for a term of three (3) years at an estimated value of $246K.

In accordance with applicable trade agreements PHSA, as agent for the Health Authority has chosen not to proceed with a competitive process for the following reason:
 the goods or services can be supplied only by the selected supplier and no alternative or substitute exists for the following reason:

To ensure compatibility with existing goods, or to maintain specialized goods that must be maintained by the manufacturer of those goods or its representative.

Rationale Vancouver General Hospital has been using the DeltaV Distributed Control System and AMS Device Manager from Emerson Process Management as their Energy Centre Control System. Spartan Controls is the exclusive authorized supplier for the sales, service and support of Emerson Process Management products and services in the province of British Columbia.

Vendors who wish to challenge this decision should submit a detailed written objection for the attention of Michael Schenkers, Manager, Procurement & Contract Management by email before 2:00pm Pacific Time, August 6, 2021. PHSA will review any and all issues received by this date and provide due consideration to each objection.
