Description

This Request for Information (“RFI”), is issued by Her Majesty the Queen in right of Ontario as represented by the Solicitor General (the “Ministry”) for the purpose of the Centre of Forensic Sciences (“CFS”), a division of the Ministry, gathering information related to the availability in the marketplace of a modern configurable Commercial-Off-The-Shelf Laboratory Information Management System (“COTS-LIMS”).
Scope of Work
The mission of the CFS is to provide excellent scientific laboratory services in support of the administration of justice and public safety programs for the citizens of Ontario.
Each CFS operational section utilizes legacy LIMS and specialized instruments to conduct forensic examinations and analyses. Although most of the instruments are capable of outputting their information electronically, CFS does not have a system that is capable of integrating with these instruments. In addition, the organization’s current operational and administrative processes generate a large amount of paper.
The Ministry is seeking information about the various COTS-LIMS solution options that fulfil their need for a comprehensive suite of configurable tools specifically designed to manage sample centric workflows for the CFS (including chain of custody).
The information provided by Respondents should include systems’ functionalities that address integration of all lab instruments to track and manage test results for analytical reporting, research, and quality control/assurance purposes in all Operational Sections. Additionally, the Respondent should describe the COTS-LIMS’ functionality to capture and manage electronic documents (examination forms, photos of examined items, standard operating procedures etc.) and provision for configurable workflow and notifications.
The purpose of this RFI is to gather information that will assist CFS in determining the range of products that exist in the marketplace, to better understand the advantages and disadvantages of the product, as well as the implications of how the CFS could transition its five Operational Sections and 2 locations to a new system while maintaining accreditation with ANAB and consistency in overall process.
