Scope of Services:
a) The purpose of this service is to deliver an Urban Forest Master Plan which includes the following:
• An inventory of significant public trees and forested areas within all public areas, including parks, trails and boulevards; these should be listed in a descriptive table and represented on a map of the Village
• Recommendations for regulating the removal and replacement, where warranted, of trees including the criteria related to size, location, species, condition and development needs. All regulations should take FireSmart principals into consideration including spacing, setbacks and species selection.
• Identification of a preferred species list of public trees taking into account size, root systems, drought resistance, flammability, windthrow considerations, wildlife values (including attractants which could negatively impact wildlife such as fruit), esthetics such as shape, form and colour and any other relevant characteristics.
• To recommend an overall goal for the urban tree canopy configuration, in terms of size and distribution throughout the Village in order to provide the benefits of an urban tree canopy, such as temperature mitigation, wildlife corridors (including birds and pollinators) and esthetic values to the community. For example, the consideration of the 3-30-300 rule or a similar best practise guideline best suited to the Village of Harrison Hot Springs.
• To recommend tree removal and replacement standards for land development, including the number and species of trees appropriate for new developments and redevelopment projects within commercial and residential zones
• To recommend improvements to existing policies regarding the removal and replacement of trees on private property
b) The proponent will provide consultation and data collection services including but not limited to:
• Public Consultation, including a minimum of two public events, either online or in person to gather information and feedback
• At least one consultation opportunity with the business community, online or inperson
• Meet Village staff on an as-needed basis
• During the process of developing the strategy, the Consultant will present both the draft and final reports to Council.
