ISED-200432 - End-to-End Infrastructure Development and Resourcing Services for S4R (ISED-200432)

1.0 PURPOSE:

ISED requires the services of a Consulting firm to provide professional IT consultants on an as and when required resourcing service. Additionally, the firm will be required to tap into the necessary tools and infrastructure based on the established technology requirements to set up the foundations of a big data infrastructure and solutions architecture. The services will be required for a one (1) year period, with two (2) additional one (1) year option periods, commencing from date of contract award.

3.0 BACKGROUND:

The National BizPaL Office (NBO) within ISED’s Innovators Experience Branch (IxB) is strategically dealing with the root cause of red-tape reduction in Canada. The challenge of red-tape reduction is exacerbated by layers of regulatory requirements originating from distinct jurisdictions—federal, provincial/territorial and municipal. The source content (legislative information including acts, regulations, by-laws, permits, and licenses) is managed in separate repositories, and is mostly unstructured (i.e., not stored in a database or following a consistent model or schema). 

As a result, the NBO has developed a Service for Regulators (S4R) proof-of-concept. Partners from the F/P/T/M will be participating, collaborating, and improving upon the proof-of-concept to develop, implement and deploy multiple minimum viable prototypes at the end of each year.

4.0 PROJECT REQUIREMENTS/OBJECTIVES:

ISED requires the services of a Consulting firm to provide as and when required professional IT service support and infrastructure resourcing during the following development activities by the NBO:

Engineering an end-to-end information pipeline to intake data and expose relevant information to key stakeholders and end-users;

Creating a data infrastructure for analytics; and

Developing integrated visualization and search tools, including a Machine Learning process to automate relationship mapping.

The bidder is expected to establish a Service Level Agreement (SLA) that will serve as the service standard expectation during the course of the contract and meet all the infrastructure and resource requirements, including other operational requirements, to support the needs of the BizPaL S4R infrastructure.
