Procurement Act, Service New Brunswick reserves the right to give preferential treatment to a prospective supplier from New Brunswick. Should this right be exercised, the following order of priority will apply: a) firstly, New Brunswick manufacturers if the goods to be procured are manufactured in New Brunswick; and b) secondly, New Brunswick vendors.
When bid submissions are evaluated on price:
- Applicability of the preferences will be determined based on the price differential between the lowest-priced acceptable bid and the bid receiving the preferential treatment.
- The price differential under which a NB supplier preference may be applied will vary between 2.5% and 10% depending on the total estimated value of the procurement, in accordance with the ranges set out in the regulation under the
Procurement Act.
- The preferential treatment will be applied by making the award to the NB supplier.
When bid submissions are evaluated on a point system:
- Applicability of the preferences will be determined based on the price differential between the pricing component of the highest scoring acceptable bid submission and the pricing component of the bid(s) receiving the preferential treatment.
- The price differential under which a NB supplier preference may be applied will vary between 2.5% and 10% depending on the total estimated value of the procurement, in accordance with the ranges set out in the regulation under the
Procurement Act.
- The preferential treatment will be applied by allotting a maximum of an additional 5% of the total possible points to New Brunswick manufacturers' total scores and 4% to NB vendors' total scores. If no bid from a New Brunswick manufacturer has been retained for preferential treatment, New Brunswick vendors may receive a maximum of an additional 5% of the total possible points rather than 4%.
The decision to apply a preference will be at the sole discretion of Service New Brunswick. To be eligible, suppliers must meet the definition of NB supplier as identified by the regulation under the
Procurement Act. NB manufacturers should indicate in their bid that they are a NB manufacturer to be considered for the NB manufacturer preference.

Contract of the supply and delivery of one (1) Hamburg Wheel Tracking test device as specified herein.
SPECIFICATIONS:
1. Fully operational unit capable of performing all functions necessary to complete AASHTO T324-19 using Superpave Gyratory Compactor (SGC) specimens.
2. A Dual Wheel System, with each wheel being independent, capable of performing 2 separate tests simultaneously wet or dry.
3. Included shall be 4 - sets of Cylindrical Specimen Mounting Systems. The mounting system must restrict shifting of the specimen to within 0.5 mm during testing and must suspend the specimen to provide a minimum of 20 mm of free circulating water on all sides of the mounting system.
4. Shall include 5 high density polyethylene molds. 4 for testing and 1 for cutting.
5. The unit shall use a motorized hoist or retract system to allow for safe removal of samples after each test.
6. Stainless Steel or non-corrosive materials on all surfaces exposed to water.
7. Fully enclosed hood system when testing is in progress with all safety stop features.
8. Machine with a maximum width of 48".
9. Temperature Control System: A water bath capable of controlling the temperature within 1.0oC over a range of 25oC to 70oC. The bath shall have a circulating system to stabilize the temperature within the specimen tank, where available air heaters shall be supplied if available.
10. Fully automated data acquisition and test control system with laptop computer and latest software updates included.
11. Manufacturer shall provide calibration kits for LVDT, Wheel Loading Assembly and Temperature (where available).
12. Impression Measurement System: A linear variable transducer (LVDT) device capable of measuring the depth of the impression (rut) of the wheel at the center and along the length of the wheels path as per 5.2.1 of AASHTO T342-19.
13. Shall include 1 Slotted Aluminum Verification Block, with a listing of the measurement at the following locations -114, -91, -69, -46, -23, 0, +23, +46, +69, +91, +114 mm with zero being the midpoint.
14. Manufacturer shall provide calibration block
15. The load applied by the steel wheel shall be 703 ? 4.5 N (158 ? 1 lb.).
16. An electrically powered machine capable of moving a 203.2 ? 2mm diameter, 47 ? 0.5mm wide steel wheel.
17. The wheel shall reciprocate over the specimen position varying sinusoidally over time with the greatest root-mean square error (RMSE) of 2.54 mm.
18. The steel wheels shall be capable of making passes across the specimen at a rate 52 ? 2 passes per minute.
19. Included shall be 3 full days of onsite training, in English, at purchaser's facility located at 975 College Hill Road. Purchaser to have equipment installed prior to training.
20. Manufacturer to extend warranty to 1 year against any defects pertaining to the construction of the machine.
REQUIREMENT:
Bid price shall include price for delivery to the shipping address above.
Bid price for units that do not include integrated, built-in computer and software capabilities, must include a new laptop with the latest software.
Bid price shall include the 3 days onsite training.
Bid price shall include the price for calibration kit if sold separately.
Bid price shall not include any amount of HST.
AWARD:
The tender will be awarded to the lowest compliant bid based on the total price and the satisfactory of meeting or exceeding the specification described hereto. The lowest of any bid is not necessary accepted.
