Description

RFP for the provision of consulting services to advise the York Region Wastewater Advisory Panel on sewage servicing alternatives for the upper part of York Region.
Scope of Work
Consulting Services to provide technical advice to the York Region Wastewater Advisory Panel. The Vendor will review all current documentation and cost information provided by York and Durham Regions, and carry out a planning, environmental analysis, and cost estimation study including:

• forecasted growth, and need for wastewater capacity
• use of decentralized or on-site wastewater servicing, including subsurface
• systems
• capital and lifecycle costs, value for money, constructability
• environmental impacts on receiving waters, based on a proposed quaternary
• treatment effluent discharge in Lake Simcoe compared to secondary treatment
• discharge to Lake Ontario
• phosphorous reduction and algal blooms
• Indigenous and public consultation issues
• greenhouse gas impacts

Consulting Services is required to advise the York Region Wastewater Advisory Panel (“Panel”) to ensure non-bias research / results, which will help build credibility with stakeholders and to gain public trust and acceptance of the Panel’s advice to Government.
