1. Purpose and Nature of the Request for Information (RFI)/ Purpose of Letter of Interest (LOI): Due to Public Services Procurement Canada (PSPC) Mandate of program and service delivery, PSPC needs to ensure the efficient and effective delivery of design/construction/maintenance projects for the rehabilitation of the Government of Canada’s (GC) real estate assets.
PSPC has a requirement to find a replacement software solution (working tool) for their current Building Information Modelling application. This working tool is used to manage well over 1000 projects by 2000+ PSPC resources and external contractors to help with the management of Real Estate Assets and holdings.
With the importance of Business Continuity, procurement of a tool with comparable or better functionality would alleviate delays in projects and unnecessary costs to the Government of Canada while mitigating the risk of loss of credibility with its partners and on the international stage. On behalf of Public Services and Procurement Canada (PSPC) is requesting industry feedback regarding an upcoming requirement for Building Informatic Modelling.
The purpose of the LOI process is to inform industry of the requirement for Building Informatic Modelling and to provide industry an opportunity to provide feedback on the requirement and subsequent possible engagement activities.
Industry feedback will assist the organization PSPC
in initiating a conversation about the requirements and possible solutions.
Canada as part of the Industry Engagement process to follow will be seeking feedback regarding the appropriateness of existing services being included in a single procurement.
2. Background Information: PSPC’s current Building Information Modelling software solution (working tool) is a cloud based Collaboration Tool used nationally to manage construction projects, building drawings, building condition, as well as to collaborate and share information with internal and external to government project stakeholders.
Current Building Information Modelling processes include conceptual design processes, requests for information, design analysis, modelling, collaboration, contracting processes, scheduling, construction activities and projects, and building commissioning. All these processes require the use of 2D and 3D files.
Building Architects and Engineers are required to create 3D views for new builds, refit projects and renovation plans.
These must be stored in the Cloud (in Canada) or on premise (SSC data center), or a combination of both.
PSPC currently has approximately well over 1000 ongoing projects and 2000+ active users of Building Information Modelling software. It is expected that these numbers will continue to grow.
PSPC has been using a cloud based project collaboration system since 2006 and it needs to be migrated to a newer version due to the current NAFTA agreement.
Given the GC Enterprise requirement for such tool and any GC Enterprise Departments involved in similar activities, the GC Enterprise Clause will be used in the potential Request for Proposal (RFP) enabling other departments to reuse the tool without re-tendering. There is no guarantee of publishing a RFP in the future. This RFI will assist in business decisions and whether or not to publish a RFP.
3. Potential Work Scope and Constraints: PSPC’s is seeking a cloud solution that provides up to and including Protected B level security with data residency in Canada. Their data includes but is not limited to: construction, drawings and plans. The responsive companies must find a way to ensure data residency in Canada to mitigate any risks to the Government of Canada.
One important criteria for PSPC is the ability to create, revise and view plans in 2D and 3D formats.
Projects must be able to collaborate their information with both in-house employees as well as external clients, consultants and contractors.
The selected tool must have the capacity to export its results in a similar format as the current Building Information Modelling tool in order to be utilized and integrated with other PSPC tools such as, but not limited to: Autodesk Vault, ArcGIS and other Geographical Information Systems (GIS) A specialized Building Architecture & Engineering Project collaboration tool provides the necessary means to conduct business of design, construction and commissioning in its entirety (i.e. the whole lifecycle of a building including operations and maintenance) ensuring cohesiveness and efficient means to communicate the entire process of the project with the clients, consultants and contractors.
The successful collaboration tool or Common Data environment would also require the functionality to store, view and collaborate on both Drone and Virtual tour data files as is currently available.
The Building Information Modelling tool needs to be compliant with the Treasury Board Secretariat (TBS) Cloud, Information Management, Information and Infrastructure Security, Data Residency and Procurement Policies and/or Directives while contributing to the Government of Canada Enterprise Vision for One GC.
The compatible Building Information Modelling tool must be backwards compatible and must provide continued access to the decades of work already performed using previous tools while ensuring clear accountability and continuity of on-going projects. Bidders need to extend their expertise with data migration/repatriation to ensure compatibility with the awarded tool in a limited timeframe.
Any and all access to GoC Protected B data is to be audited and the audit logs are to be provided to the business owner on a monthly basis.
Any security incident impacting GoC data must be identified and communicated to the GoC immediately.
For this Commercial Off The Shelf Solution (COTS), the following criteria must be available.
Mandatory Criteria (key functionality and business needs):
1. Must meet or exceed all Treasury Board Directives regarding cloud based solutions usage, Information Management, Information and Infrastructure Security, Data Residency and Procurement Policies and/or Directives while contributing to the Government of Canada Enterprise Vision for One GC. 2. Must have the capacity to export its results in a similar format as the current Building Information Modelling tool in order to be utilized and integrated with other PSPC tools such as, but not limited to: Autodesk Vault, ArcGIS and other Geographical Information Systems (GIS). 3. Must have a comprehensive and secure administration function for both account creation and system management. 4. Must have the capacity to manage and view multiple file formats (i.e., DWG, RTV, IFC, docx, .xslx, .pdf) with emphasis given to DWG, RVT and IFC formats. 5. Must have the functionality to store, view and collaborate on both Drone and Virtual tour data files as is currently available Must have the ability to create, revise and view plans in 2D and 3D formats.
6. Must have comprehensive search capabilities in all formats supported. 7. Must have the ability to publish linked model files and drawing external reference files. 8. Must have the version control of documents and upgrade coordination. 9. Must be able to incorporate 3D model collaboration and coordination such as design integration and clash detection. 10. Must have Accountability tools for tracking assigned tasks related to a model, linked documents, etc. 11. Must be able to accommodate design/construction/commissioning functionality and coordination. 12. Must be able to accommodate design/construction processes such as RFI administration, Change Orders and Site Instructions. 13. Must maintain an audit trail of all issues. 14. Must have the ability to handle submission packages and project management related functions. 15. Must have on-site functionality to aid in project management and execution. 16. Must have Mobile Access through both Android and Apple applications. 17. Must have the ability to provide reporting on multiple aspects of the system and its projects’ information. 18. Must be able to incorporate interoperability capabilities for integration. 19. Must have the environment secure up to and including Protected B. 20. Must have the capabilities for collaboration with different stakeholders, internal and externally to government.
21. Must be able to Share large sized files 2GB+ up to and including the Protected B level, internal and externally to government. 22. Must have the Rectification of building information. 23. Must have Correcting elements in buildings. 24. Must include functionality to store, view and collaborate on both Drone and Virtual tour data files as is currently available. 25. Must calculate energy costs/usage of buildings on a particular day. 26. Must send reminders for maintenance.
27. Must collaborate with other smart technologies being used in the industry. 28. Must have Clash detection, 3D coordination of disciplines. 29. Must have the Compatibility and integration with existing PSPC tools and other industry leading tools, and capacity to function with API for integration with Data Warehouse and other PSPC applications.
30. Must support project scheduling. 31. Must be able to assign Design Authority, authority matrix, delegation of tasks etc. 32. Must support common data environment.
33. Must have Large file storage capability. 34. Must be able to support data exchange procedures as per industry standards and government policies. 35. Must be able to support flexible usage in regards to phasing of project, use for the BIM model, and use/share with various parties.
36. Must be able to support work sets such as architecture, structural, for contractors, for maintenance managers etc. 37. Must have supports for quality control and quality assurance within its applications such as Visual checks, interference checks (disciplines), interference checks (integrated models) and standard checks.
38. Must have the supports for most current LOD Matrix- Mode level of development standard. 39. Must have the ability to review and complete checklists on-site with mobile devices (iOS and Android).
Easily create and modify custom checklists. Attach and mark up photos to checklist. Access relevant documents within mobile App, e.g. floor plans, standards. 40. Must have the ability that Service Provider ensures back-up of all information to ensure Business Continuity. 41. Nature of the Letter of Interest
This LOI is neither a call for tender nor a Request for Proposal (RFP).
No agreement or contract will be entered into based on this LOI.
The issuance of this LOI is not to be considered in any way a commitment by the Government of Canada, nor as authority to potential respondents to undertake any work that could be charged to Canada.
This LOI is not to be considered as a commitment to issue a subsequent solicitation or award contract(s) for the work described herein.
Although the information collected may be provided as commercial-in-confidence (and, if identified as such, will be treated accordingly by Canada), Canada may use the information to assist in drafting RFP documents (which are subject to change) and for estimating purposes.
Respondents are encouraged to identify, in the information they share with Canada, any information that they feel is proprietary, third party or personal information. Please note that Canada may be obligated by law (e.g. in response to a request under the Access of Information and Privacy Act) to disclose proprietary or commercially-sensitive information concerning a respondent (for more information: http://laws-lois.justice.gc.ca/eng/acts/a-1/).
Participation in this is encouraged, but is not mandatory.
There will be no short-listing of potential suppliers for the purposes of undertaking any future work as a result of this LOI.

Respondents will not be reimbursed for any cost incurred by participating in this LOI or subsequent Industry Engagement.
The LOI closing date published herein is not the deadline for comments or input. Comments and input will be accepted any time up to the time when/if a follow-on solicitation is published.
