RFP 22-07 - RFP-22-07 Prince Rupert Housing Needs Report

The City of Prince Rupert is seeking proposals from qualified proponents in response to this request for proposals for the development of a Housing Needs Report. The total budget for this proposal is $20,000. Completion of the project will enable the City to meet its commitment to complete a Housing Needs Report as per the Local Government Act (mainly Part 14), as amended in 2019, and Housing Needs Reports Regulation, as well as help the City to replace its Interim Housing Strategy with a new Housing Strategy that is informed by the Housing Needs Report.

Scope of Services

The Proponent will provide a proposal or proposals for completing the Required Base Services and any or all of the Desired Additional Services. The scope of services include, without limiting:

- performing interviews with key informants;
- developing public engagement tools and strategy;
- analyzing engagement and statistical data to identify housing needs information, including
key areas of local need, the number of housing units required to meet current and
anticipated needs over the next 5 years, and the number and percentage of households in
core housing need and extreme core housing needs;
- developing a Housing Needs Report; and,
- developing a Summary Report consistent with legislated requirements.
