Description

RFB for the provision of Air Transportation Services to Support Court Related Activities in the Northwest, North Central and Northeast Regions of the Province of Ontario.

The Ontario government provides court services throughout the Province including its northern remote region(s). The Ministry is seeking a proponent(s) to provide non-scheduled air transportation services for three (3) designated service areas in Northern Ontario.

The Ministry of Natural Resources and Forestry, as the central common service provider for all non-scheduled air transportation services on behalf of the government of Ontario, intends to enter into three (3) legal agreements with up to three (3) Air Operators providing services to each of the three (3) service delivery areas further explained this RFB.

To be eligible for an award, a bidder must demonstrate the availability of a minimum of two (2) Aircraft in the Northwest Region, two (2) Aircraft in the North Central Region and/or two (2) Aircraft in the Northeast Region, which meet the requirements of this RFB. A Bidder may submit a bid on any or all of the above mentioned regions, however bids on individual flights or parts of a region will not be permitted.
Scope of Work
Depending on the nature of the court-related activity, a variety of people and baggage must be transported by air from more southerly communities into the region(s). Passengers could include Judges and Justices of the Peace, court staff, probation officers, Crown Attorneys, defence counsel, community legal workers, restorative justice workers, victims and vulnerable persons division personnel and other support persons.

It is one of the conditions for selection that the Proponent (or its Air Operator(s), as the case may be) must be on the Ontario Government Air Operator Eligibility List. Any Proponent (or its Air Operator, as the case may be) that is not currently pre-qualified on the Air Operator Eligibility List should begin the application process, as soon as possible, by contacting the Ontario Ministry of Natural Resources and Forestry, Aviation Services Centre at:

The Northwest Region consists of 17 remote communities to be serviced primarily from the Home Base Location of the Kenora Airport (CYQK). The North Central Region consists of approximately six (6) communities to be serviced primarily from the Thunder Bay Airport (CYQT). The Northeast Region consists of approximately five (5) communities to be serviced primarily from the Home Base location of the Timmins Airport (CYTS).
