Description

The Ontario Provincial Police (OPP), as part of the Ministry of the Solicitor General, is seeking up to four (4) qualified Vendors to fill the role of Crisis Call Diversion (CCD) collaborative clinical agency for the four (4) regional OPP Provincial Communications Centre(s) (PCC) location categories. The successful candidate(s) will work with the OPP Community Safety Services, OPP Communications and Technology Services Bureau, and their respective OPP PCC to develop and implement a CCD program.

The four (4) regional location categories are as follows:

Scope of Work
The CCD integrated model will have a crisis worker embedded on each shift (24/7-365) of the respective PCC to offer callers, who may benefit from clinical support services, the opportunity to speak with a crisis worker. The goal of the program is to divert calls away from police interaction when safe and appropriate to do so, and to support callers with referrals and follow up services in all situations.

This CCD program is intended to provide critical support to callers who are in crisis for the purpose of:

• offering immediate de-escalation and support to those experiencing a mental health crisis;
• diverting non-emergent police mental health-related calls for service, where alternative services may be more appropriate in low-acuity situation;
• decreasing the volume of non-emergent mental health-related calls for service for the OPP;
• reducing the use of police personnel for non-emergent responses when appropriate; and,
• helping individuals experiencing mental health crises by offering better pathways to meet their needs and supporting the de-stigmatization of mental health issues.
