Description

This Request for Bids (“RFB”) is issued by His Majesty the King in right of Ontario as represented by the Solicitor General (the “Ministry”) for the purpose of procurement of a Small Automated Liquid Handler (SALH) for the Centre of Forensic Science (CFS). The SALH instrument shall meet the specifications and performance requirements as further outlined in this RFB.
Scope of Work
The CFS, a division of the Ministry, performs scientific investigations in cases involving injury or death in unusual circumstances and in crimes against persons or property that require deoxyribonucleic acid (DNA) analysis for the purpose of human identification.

The Ministry is seeking a qualified Vendor to supply, deliver, and install one (1) Small Automated Liquid Handler (SALH) instrument, including associated computer hardware and software, as well as related maintenance, technical support and warranty services as detailed in tis RFB.

The biology section of the CFS will use this instrument for the preparation and delivery of master mixes and the transfer of Short Tandem Repeat Polymerase Chain Reaction (STR PCR) amplified DNA from one (1) 96-well plate to another 96-well plate prior to capillary electrophoresis (CE) analysis. The objective is to completely automate this stage of the DNA analysis procedure.

All components of the instruments shall be new. Demonstration models, used, refurbished or prototype instruments will not be accepted.

All electrical equipment shall be Canadian Standards Association (CSA) or Underwriters Laboratories Canada (ULC) approved.

Delivery, including installation, testing, inspection and testing is required no later than March 31, 2023, to:

The Ministry will hold a voluntary Bidder information session by teleconference on the date and time below:

Interested Bidders are asked to register with the Ministry Contact, Navneet Shanker, via email no later than 15:00:00 hours (Toronto time) on December 20, 2022. Upon registration, the teleconference information will be provided.
