Description

The purpose of this Advance Contract Award Notice (ACAN) is to signal the Ministry's intention to conduct a non- competitive procurement process in order to enter into a contract for these goods and related services.

Before entering into a contract, however, the Ministry would like to provide other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this ACAN, by submitting a Statement of Capabilities before the closing date set out below.

If other potential suppliers submit a Statement of Capabilities during the 15 day posting period that meets the requirements set out in the ACAN, the Ministry may at its discretion choose to conduct a competitive procurement process. The Ministry has the right to reject products offered.

If no other supplier submits a Statement of Capabilities meeting the requirements set out in the ACAN on or before the closing date set out below, the Ministry may enter into a contract with the pre-selected vendor.

It is anticipated that the proposed contract will for a period of 3 initial years (April 1, 2024 – March 31, 2027) plus two, additional two year option terms, to be exercised at MNRF’s full discretion beginning April 1, 2027.
Scope of Work
The Ontario Ministry of Natural Resources and Forestry (MNRF) has a requirement for the provision of commercial off-the-shelf (COTS) Geographic Information Systems (GIS) software, software maintenance and related services.

MNRF’s requirements include:
• GIS software capable of meeting the requirements described in Annex A;
• GIS software maintenance which includes regular improvements, updates, upgrades that increase performance, introduce new features or functions and patches that remedy software issues;
• services that deliver help-desk support for GIS users generally and premium escalation for key users; and
• services that include user documentation, on-line and instructor led training for OPS Ministries technical and management staff.
