However, suppliers are to note that this requirement is subject to a preference for Indigenous suppliers and will be set-aside under the federal government Procurement Strategy for Indigenous Business (PSIB) if Canada receives two or more responsive bids from Indigenous businesses who meet the requirements of the PSIB.

Nature of Requirements:
The following is a summary of the statement of work for this requirement.
The Correctional Service of Canada (CSC) has a requirement to provide programming to federally sentenced offenders to meet their employment needs, consistent with community standards and labour market conditions. To meet these needs, CSC offers vocational training to offenders serving a federal sentence.
Objectives:
The Contractor must provide a series of Trade Safety Coordinator/Construction Safety Training Certificate courses that are recognized by a provincial or federal regulatory body such as WorkSafeBC, the BC Construction Safety Alliance, the British Columbia Institute of Technology (BCIT) (Health and Safety Division) Industry Training Authority, trade school, college, or university.
Learning objectives from the courses the Contractor provides to federal correctional institutions in the province of British Columbia must be applicable throughout the region in various sectors.
Upon successful completion of this training, offenders must have a valid 3rd party certificate that will allow them to work in jobs requiring Trade Safety Coordinator/Construction Safety Training Certification.
Each program must include, but is not limited to, the following:
Trade Safety Coordinator/Construction Safety Training (minimum 70-hour course):
1. Building Bylaw,
2. Workers Compensation Act,
3. Worksafe BC
4. Occupational Health & Safety Regulation,
5. National Fire Code to name a few.
6. Explanation of the following responsibilities of all parties and prevention activities the parties must perform to meet these responsibilities:
a) Health and Safety Programs,
b) conducting risk assessments,
c) writing safe work procedures,
d) instructing and training,
e) doing site inspections,
f) managing injury reporting,
Upon successful completion of this training, the Contractor must provide offenders a valid third-party certificate that will allow them to work in jobs requiring a Trade Safety Coordinator/Construction Safety Training.
Deliverables:
a) The Contractor must provide Trade Safety Coordinator/Construction Safety Training courses that meet accepted standards to be provincially recognized.
b) The Contractor must provide the curriculum required to deliver certified Trade Safety Coordinator/Construction Safety Training to offenders at the identified federal correctional institutions in the Pacific Region - British Columbia or at community locations the Project Authority identifies at the time of call-up.
c) The Contractor must provide certified instructor(s) to provide Trade Safety Coordinator/Construction Safety Training to offenders;
d) The Contractor must participate in security orientation prior to accessing the site;
e) The Contractor must administer exams, or competency assessments, or both, directly related to the skills and defined competencies that are provincially recognized for Trade Safety Coordinator/Construction Safety Training.
f) The Contractor must report all incidents, theft, missing tools or supplies, or concerns at the earliest opportunity possible to program or security staff, or both;
g) The Contractor must complete observation reports when requested by CSC staff;.
Any conditions for participation of suppliers not specified in solicitation documentation: none.

Duration of Standing Offer and Time Frame for Delivery:
Period of the Standing Offer: The Work is to be performed during the period of standing offer award to 31-March-2026 with the option to renew for three (3) additional one-year periods.

The debriefing may be in writing, by telephone or in person.
