Public Services and Procurement Canada (PSPC) invites all interested parties to submit information regarding a potential project for leasing premises that meet the following criteria:
Section A – Lease Elements
• A lease term of approximately eight (8) years, starting on or about August 1, 2028, plus an option to extend the lease for one (1) additional period of two (2) years;
• Approximately 4662 usable square meters (m2u) for office space;
• Approximately 34 reserved parking spaces for standard government vehicles, 2 reserved parking spaces for oversized government vehicles;
• In addition to the reserved parking spaces mentioned above, preference may be given to buildings with at least 282 additional parking spaces available on site for employees and customers.
• The proposed premises must be available approximately fifty-two (52) weeks before the lease start date indicated above to allow for their fit-out for occupancy;
• The proposed premises should meet or be able to meet the following criteria:
1. The proposed premises must be spread over a maximum of two (2) floor blocks located on three (3) or four (4) floors served by the same elevator group of the building.
2. The proposed buildings must offer a fenestration rate and a layout configuration acceptable to the tenant;
3. The proposed premises must be located in an office or commercial building; industrial buildings or buildings including residential spaces will not be considered;
4. The building must allow for connection to a generator capable of meeting the Tenant's emergency power needs. If the building is not equipped with such a generator, installation by the Tenant must be permitted;
5. The proposed building must allow for the installation of a telecommunications antenna on the roof;
6. Buildings located in agricultural, residential, industrial, or flood-prone areas will not be considered;
7. The premises must be accessible by public transport within 500 meters of the nearest entrance to the building where the potential premises are located;
8. The building where the premises will be located must be accessible for people with reduced mobility;
• The proposed premises must be within the following geographical boundaries (the boundaries include locations on either side of a street):
• North: Salaberry Blvd (and its extension), Sunnybrooke Blvd, Highway 40, Henri-Bourassa Blvd
• South: Bord du Lac/Lakeshore Road, Saint-Joseph Blvd
• East: 32nd Avenue, Highway 520 (and its extension), Route 117, Marcel-Laurin Blvd
• West: Saint-Jean Blvd
• The proposed premises must, by the lease start date or before, meet all the requirements indicated in the document concerning PSPC's leased premises standards; you can obtain a copy from the contact person mentioned in Section F. Note: PSPC may wish, with reasonable notice, to visit or inspect the proposed premises and a threat and risk assessment may be necessary to evaluate potential security threats to the proposed premises and the public. A public consultation may be held by the Occupant.

Section C – Deadline
As this may be the only invitation to submit an expression of interest for this potential leasing project, owners or their agents are invited to respond no later than May 30, 2025. Any response received after this deadline may not be considered.
Section D – Information Provided by Interested Parties or Their Agents
Information provided by interested parties or their agents should include the file number, location, and municipal address of the building, current zoning, precise location of the premises within the building, measured area of the premises, architectural drawings showing the proposed space including restrooms, exits, and other design elements, and the type of parking spaces (private or public). They should also include the required data on the proposed premises to meet the criteria indicated in Section A above. Any response submitted to PSPC by agents must be accompanied by a letter of authorization from the property owners.
Section E – Security Requirements
If this EOI leads to a future tender process, the owners of the proposed premises must have a valid "reliability" level security clearance approved and issued by PSPC's Canadian Industrial Security Directorate (CISD) before the start of work. All parties interested in this potential leasing project are encouraged to obtain this security clearance in advance. Section H – Not a Solicitation Process
Please note that this is not a call for tenders, nor a request for proposals, but a search for the availability of premises for rent. PSPC may not necessarily invite submissions, nor necessarily lease premises, and may not publish further announcements related to this request. Information provided in response to this EOI may be included in a list of available premises and PSPC may issue an invitation to tender for other leasing needs based on this information or any other information that may come to its attention before issuing a call for tenders; it may also launch a public tender. PSPC reserves the right to proceed with an invitation to submit lease offers and to invite only the parties it considers best meeting the specific requirements related to operations, security, and public safety.
