Solicitation Number: 1000265832
1. The Purpose and Explanation of an ACAN
An Advance Contract Award Notice (ACAN) allows Health Canada to post a notice for no less than fifteen
(15) calendar days, indicating to the supplier community that a goods, services or construction contract
will be awarded to a pre-identified contractor. If no other supplier submits, on or before the closing date,
a Statement of Capabilities that meets the minimum requirements identified in the ACAN, the Contracting
Authority may then proceed to award a contract to the pre-identified contractor.
2. Rights of Suppliers
Suppliers who consider themselves fully qualified and available to provide the services or goods
described in this ACAN may submit a Statement of Capabilities demonstrating how they meet the
advertised requirement. This Statement of Capabilities must be provided via e-mail only to the contact
person identified in Section 12 of the Notice on or before the closing date and time of the Notice. If the
Bidder can clearly demonstrate they possess the required capabilities, the requirement will be opened to
electronic or traditional bidding processes.

4. Definition of Requirements or Expected Results
Health Canada’s Pest Management Regulatory Agency (PMRA) evaluates the risks to human health and
the environment associated with the use of pesticides and regulates pesticide products in Canada. In the
interest of increasing the availability of real-world data for use in pesticide risk assessments, the PMRA is
implementing a Canadian Water Monitoring Program for Pesticides (CWMPP). As part of this program,
water samples are analyzed to determine the concentrations of pesticides present in Canadian waters.
Federal laboratories will analyze approximately 200 chemicals (i.e., pesticide active ingredients and
transformation products) in water from various regions across Canada. The information is being collected
to use in pesticides regulatory decisions, as appropriate.
The PMRA requires the services of a contractor to carry out water sampling at specified sites in the
western Red River Valley region of Manitoba in 2025-26 and up to one option year. The information is
being collected to use in pesticides regulatory decisions, as appropriate. The generated pesticides data
will be provided to the Contractor, and, in support of the PMRA’s goal of increasing transparency, will also
be shared publicly through the Government of Canada Open Data portal.
The Contractor is to provide the necessary field equipment to collect all samples and data. Note that the
Contractor is to generate their own shipments to laboratories using federal Purolator or FedEx account
information provided by the PMRA. The receiving laboratories will be responsible for return cooler
shipments (by ground).
The 4 sites to be sampled up to twice weekly are:
