Description

The services of an insurance broker with a single dedicated underwriter, who is willing to insure high risk individuals and assets, are required to assess the insurance needs of mentally incapable Public Guardian and Trustee (PGT) Clients and to secure the most suitable and cost-effective insurance coverage for the real and personal properties and interests of the PGT Clients.
Scope of Work
The PGT Clients real and personal properties and interests must be properly insured on an ongoing basis to:
• cover replacement of the properties resulting from a loss
• protect the Client or Estate from the risk of third party liability claims and/or lawsuits
• comply with a Client’s or Estate’s contractual or legal obligations. For example, where a Client or Estate owns a home and has taken out a mortgage, the mortgage lender needs to know the home is protected by insurance coverage.
The PGT Clients require various types of insurance, including realty, tenancy, contents, institutional occupancy, auto, third party liability and other forms of personal property coverage.
The PGT has approximately 13,181 property guardianship clients and 1,641 estates whose financial affairs are managed through six offices located across Ontario. For administrative purposes, the responsibility to manage affairs of the PGT Clients is delegated among numerous frontline caseloads across the province.
Over the upcoming twelve-month period, the Office of the Public Guardian and Trustee (OPGT) will obtain jurisdiction and open files for approximately 2,100 guardianship clients and 220 estates. During this same period the OPGT will close approximately 1,400 guardianship clients and 110 estate files. The OPGT loses jurisdiction for guardianship clients in a variety of different ways including when the client is found capable of handling their finances, a private statutory guardian is appointed, or due to the client's death. Examples of reasons an estate would be closed are if another person or party is taking over administration of the estate, or the PGT has concluded administration of the estate and distributed assets.
In addition to the significant change in the Client base throughout the year, the insurance needs of individual PGT Clients may change. The PGT has no control over these changes in the OPGT Client base.
