Rocky View County undertook a comprehensive Feasibility and Business Case Study to explore prospects for a recreation center in Langdon. The study's primary objective was to discern detailed options to guide the development of a functional program and design for the Langdon Recreation Centre.
Envisioned as a community 'hub,' the facility is poised to enhance the Langdon community's quality of life, character, and resilience. The preliminary vision for the Langdon Recreation Centre portrays it as a dynamic, active space where residents can access diverse services, engage in various activities, and partake in opportunities that foster a strong community for Langdon and its surrounding area.
In March of 2021, the County acquired HarGroup Management Consultants to assist in completing the needs assessment for the Langdon Recreation Centre Building Project. A copy of the “Langdon Recreation Centre - Feasibility and Business Case Study July 2022” (which include site plans) attached in appendix E in this RFP.
In November of 2023, the Council approved to proceed with Phase 1 preliminary design and construction cost estimate for an estimated 65,640 square foot Recreation Centre facility on a 45-acre Joint-use site. The phase 1 completion date, or substantial completion, is scheduled for the fall of 2024. Key components of the Langdon Recreation Centre include a fieldhouse, hall, library, multipurpose rooms, studios, seniors’ activity space, indoor track, lease space, office, and board room. Consideration will also be required for assessing and confirming the building’s information technology, safety, security, accessibility, and telecommunications needs. Water and wastewater lines connected to existing service stubs are within proximity of the proposed project site. The objective is to gain insights into the long-term financial implications of the facility and establish an effective operating model that ensures sustained financial viability. Recreation facilities are a vital community asset providing recreational services and facilities. As part of our commitment to long-term community well-being, we seek a consultant to conduct a thorough Life Cycle Cost Analysis and propose an operating model that aligns with financial sustainability goals.
Life Cycle Cost Analysis is a method used to assess the total cost of owning, operating, and maintaining a system or asset over its entire lifespan. This approach goes beyond considering just the initial purchase or construction costs and considers all costs associated with the asset throughout its life, including operating, maintenance, and disposal costs. The analysis would provide the annual operational cost estimates that would be essential to informing the County’s decision-making during the budget deliberation process to understand the full financial implications of the facility effectively.
