Description

The Ministry requires the provision of software maintenance, support, and related services for its Water Information System by Kisters and Simultaneous Online Data Acquisition (WISKI SODA) software.

The vendor shall provide:
•software maintenance to WISKI SODA which includes regular improvements, updates, enhancements, and upgrades that increase performance, introduce new features or functions and patches that remedy software issues;
•services that deliver support to key technical users of the system; and
•services that include user documentation and on-line and instructor led training for Ministry technical and management staff.

To ensure compliance with the Emergency Management and Civil Protection Act and the Province of Ontario Emergency Response Plan, the Ministry of Natural Resources (MNR) operates a Surface Water Monitoring Centre (SWMC) in Peterborough. The Centre observes water levels on lakes, rivers, and streams in Ontario to assess the severity of drought; predict where/when there is a risk of flooding; limit the impact of flooding and drought by enabling government and other agencies to put emergency response plans into operation; identify sensitive and risk prone areas for flooding and drought throughout the province.

The Centre’s primary technical application to support these programs is the Kisters North America Inc. (Kisters) WISKI SODA system. All secondary technical applications and flood forecasting models are dynamically linked and dependent on the Kisters environment.

The Centre relies heavily on WISKI SODA to complete watershed conditions analysis, and a Daily Flood Hazard Identification and Risk Assessment. The resultant data-flows, alarms and web-reporting are dynamically linked in near real-time to numerous external agencies and partners.

Any disruptions to the services provided by WISKI SODA could result in outages that risk the safety and well-being of the safety and well-being of the citizens of Ontario.
