1. PROJECT DESCRIPTION .1 The Parks Division of Alberta Forestry and Parks (AFP) and the Heritage Division of Alberta Arts, Culture and Status of Women (ACSW) currently collaborate in a Historic Resources compliance program for development projects in Alberta’s Parks and Public Lands. Through this collaboration, Historic Resources Baseline Assessments (HRBAs), Archaeological or Palaeontological Historic Resources Impact Assessments (HRIAs), Archaeological Excavations, Archaeological or Palaeontological Construction Monitoring, Post-impact Assessment, Specimen Collection and Preparation and Historic/Archival Research have been conducted for many projects in Crown Land’s Infrastructure Capital Development Program. The purpose of this work has been to assist AFP in mitigating or minimizing potential development impacts on historic resources, and to eventually obtain Historical Resources Act approval for the developments to proceed. .2 AFP has issued this Pre-Qualification Request (PQR) to seek candidates interested in being placed on a shortlist of Pre-Qualified Consultants. These shortlisted Pre-Qualified Consultants will become the invited bidders for future Historic Resources investigation projects that occur in Alberta’s Parks, Public Lands and other areas during the five-year term between May 22, 2025 and March 31, 2030. Shortlisted consulting firms will be required to provide the expertise of specialists in the areas of pre-field desktop and archival research, field investigation, and analysis and reporting for archaeological sites, historic structure sites and palaeontological sites, as described in accordance with the specifications, terms and conditions set out in this PQR. The Purpose of this PQR is to solicit proposals from consulting firms interested in becoming shortlisted Pre-Qualified consulting candidates who may be invited to bid on projects requiring these services for the specified five-year term. The Province may extend the PQR and the Master Agreements created pursuant to this PQR, under the same terms and conditions, for up to two additional terms of up to 12 months each.
