PHSA 15569 - PHSA 15569 Essential Services Planning

The Provincial Health Services Authority (PHSA) employs many union members who are part of one of six Bargaining Associations. Every few years, the Collective Agreements between PHSA and the Bargaining Association are renewed. During this time, negotiations take place for a new agreement. In some cases, the Bargaining Association will call for a vote for job action, this voting process is estimated to take five to six weeks. If the vote passes, a notice is provided advising job action will begin in 72 hours (from the time of the notice). Job action may be called at any point and go on for an unknown period of time. PHSA is required to provide union members with headquarters for scheduling purposes during job action. 

Our preference would be for the vendor to hold the required trailers on site, as they become available, from September 1st, 2025 until at least December 31st, 2025 with the option for extension on a monthly basis. Once we provide notice, we need the vendor to deliver the trailers to one of 12 sites across British Columbia with 48 hours. This is to ensure we have the trailers and other equipment fully set up before the 72 hour notice concludes. If a vendor cannot provide all required trailers, we retain the right to seek the remaining requirements from another vendor.

The trailers will be used as a headquarters for Union staff to schedule essential workers.

Respondents must submit Quotations to the Submission Location on Bonfire as indicated on the first page of this ITQ on or before June 4, 2025  at 2:00 PM  (“Closing Time”).
