Notice of Planned Procurement - Solutions for Wide Area Network (WAN)
The Tender following the Notice of Planned Procurement will be to establish a qualified list of vendors willing to participate in the selling of the above-noted services. Proponents can participate in one, many, or all.

Description of Goods/Services
The procurement of the below wide area network technology service areas:
Alternate Private Network Services.
GNB operates on a primarily passive underlay transport offering within the Province of New Brunswick. However, there are multiple instances where exceptions exist requiring a non-passive style services for low-bandwidth, limited-service requirements, partner-type services, and small-office/depot situations. Examples of alternate private network services may include:
(i) Private Ethernet over DOCSIS (Data Over Cable Service Interface Specification) services.
(ii) MEF type Ethernet Virtual Private Line (EVPL) services.
(iii)Multi-Protocol Label Switching (MPLS) type L3VPN Ethernet services.
Metro Ethernet Regional Services
(a)Course Wavelength Division Multiplexing (CWDM) optical wavelength transport operating typically with 20 nm channel spacing providing point-to-point last-mile Ethernet service that connects a User Network Interface (UNIs) on the A-END and Z-END.
(b)Metro Ethernet Forum (MEF) style, Ethernet Private Line (EPL) transport providing point-to-point last-mile Ethernet service that connects a User Network Interface (UNIs) on the A-END and Z-END in a fully transparent service delivery.
Unlit Fiber Services
Unlit fiber services, also known as dark fiber services, refer to the short-term leasing and Indefeasible Right of Use (IRU) of optical fiber routes. These services allow GNB to use the fiber for their network needs by installing its own equipment to "light" the fiber and manage the network themselves.
Relevant Information
GNB's current WAN is designed and provisioned with nine (9) physical point of presence (POP) locations in New Brunswick designated as regional aggregation sites, known as "A-END". As a result, service requirements under technology areas above for New Brunswick based WAN services will terminate at one of the following locations:

The attached locations are the locations that are expected to form part of the upcoming WAN procurement to be established on April 1, 2026, however the final list of locations is subject to change prior to release of the solicitation. The Notice of Planned Procurement allows Proponents to review a list of locations that will form the solicitation giving proponents more time to work towards their bids. All locations will be required to be handed over to GNB sometime after April 1, 2026, to be
mutually agreed upon.
Please note: The upcoming solicitation will require bidding sites one by one, where interested, based on a 5 -year contract. No one-time or construction fees will be accepted. All bids MUST be in monthly recurring format only. No bulk awards, all sites will be awarded one by one.
This is a tender notice only. In order to submit a bid, you must obtain official tender documents from the New Brunswick Opportunities Network, another authorized tendering service or as indicated in the tender notice.
Solicitation documents will be provided in either of the Province of New Brunswick's two official languages; English or French upon request.
All Suppliers engaged to deliver goods or services to the Government of New Brunswick must ensure compliance with the Designated Materials Regulation in the provision or delivery of those goods obligated under that Regulation. Please refer to

Designated Materials Regulation for specifics.
This procurement is not subject to the provisions of interprovincial or international procurement agreements. Vendors are advised to read the Atlantic Provinces Standard Terms and Conditions for Goods and Services Invitations carefully before submitting a bid.
