AB-2025-04572 - 25-1636 - Emergency Response Deployment Modeling Software

The City of Calgary is undertaking the implementation of an Emergency Response Deployment Modeling Software to support the Calgary Fire Department (CFD) in optimizing the deployment and allocation of emergency response resources. The software will be used to simulate and analyze historical incident data, geospatial conditions, and risk profiles to inform strategic decisions such as station placements, apparatus redeployment, and staffing configurations. The tool must integrate with The City’s existing systems, including CAD, FireRMS, FireHub, and GIS road networks, and support scenario modeling for future growth, risk-based planning, and operational efficiency.

The project will proceed through defined phases including data review, configuration and installation, user acceptance testing, training, and full implementation, with a target completion date prior to October 1, 2025. The solution must be scalable, intuitive for users with varying technical expertise, and capable of producing visual and statistical outputs to support evidence-based decision-making. Key success measures include improved response coverage, optimized resource utilization, and alignment with The City’s technology standards and public safety objectives.
