Notice is hereby given that Fraser Health Authority, Interior Health Authority, Northern Health Authority, Provincial Health Services Authority, Vancouver Coastal Health Authority and Vancouver Island Health Authority (the “Health Authority(s)”), through their collective agent Provincial Health Services Authority (“PHSA”), intends to directly award a Contract to the following supplier to provide the Boston Scientific X-Tack, Overstitch and Mantis defect closure systems for Fraser Health Authority, Interior Health Authority, Northern Health Authority, Provincial Health Services Authority, Vancouver Coastal Health Authority and Vancouver Island Health Authority for a term of 4 (four) years with 2 (two) option years at an estimated value of $1,680,000.

In accordance with applicable trade agreements, PHSA, as agent for the Health Authority(s) has chosen not to proceed with a competitive process for the following reason:

the goods or services can be supplied only by the selected supplier and no alternative or substitute exists for the following reason:
due to an absence of competition for technical reasons.

Boston Scientific's X-Tack, Overstitch and Mantis systems are the only systems on the market for internal endoscopic defect closure for tissue approximation in minimally invasive endoscopic procedures.

Vendors who wish to challenge this decision should submit a detailed written objection for the attention of Colleen Hill, Category Management Buyer, Acute Surgical Intervention , by email before 2:00pm Pacific Time, September 10, 2025 . PHSA will review any and all issues received by this date and provide due consideration to each objection.
