Description

Vancouver Coastal Health (VCH) intends to extend the contract with Thurber Engineering Ltd. for geotechnical engineering consultant services for the Standby Power Plant Enabler Project for VGH OR Renewal Phase 2.

The additional contract value is $60,000.00 with $73,994.65 completed for the maximum contract value of $133,994.65 - plus tax. VCH has chosen not to complete a Request for Proposal (RFP) process but negotiate the contemplated contract for the following reasons:

• Thurber Engineering Ltd. has extensive knowledge of geotechnical conditions at the Standby Power Plant project site. Thurber already has in-depth familiarity with the site, ground conditions, and overall project intent and requirements, which minimizes learning curves and reduces risks of misinterpretation.
• Thurber Engineering Ltd. has already completed a preceding scope of work with significant relevance to ongoing activities. This includes reviewing the existing record drawings and the design of the excavation around Standby Power Plant. The additional scope is related to design changes due to existing site conditions.
• Thurber Engineering Ltd. has completed the original geotechnical design for the project. Continuing with them for design modifications arising from site conditions encountered during construction helps maintain consistency, avoids potential gaps in responsibility, and reduces liability risks that could result from involving a new party.
• Thurber Engineering Ltd. has been providing geotechnical engineering consulting services for the project since June 2022.
• Thurber Engineering Ltd. has established working relationships with the VCH project team and the Construction Management team.

Provide proof showing your experience related to the requirements defined in this Notice of Intent. Only challenges from Pre-Qualified Geotechnical Engineering firms will be reviewed.
