1. Advance Contract Award Notice
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the Requirement
The Canadian Grain Commission (CGC) located in Winnipeg, Manitoba has a requirement for the supply, delivery and off-loading of one (1) Brabender Extensograph "E". The extensograph is used to measure and record the stretching properties of wheat flour dough.
The extensograph is recognized and utilized internationally for assessment of wheat flour dough rheological properties. The data collected by the Canadian Grain Commission is published and utilized in the promotion and marketing of Canadian wheat, both domestically and internationally. The extensograph must maintain continuity of the data that has been generated by the Canadian Grain Commission over the past several decades, which allows CGC to track changes in wheat quality over time and to determine possible sources of change.
3. Criteria for assessment of the Statement of Capabilities
Any interested supplier must provide information, complete with documentation how their product meets the following mandatory technical criteria:
3.1 The extensograph must be designed to measure dough strength and extensibility properties in wheat under conditions as outlined in the following internationally recognized standard methods:
i) AACC Standard 54-10
ii) ICC Standard 114/1
iii) ISO 5530-2
3.2 The extensograph must collect and display measured data electronically. Software provided must be compatible with Microsoft Windows XP Pro.
3.3 Software provided must measure the following data:
i) Resistance to extension
ii) Extensibility
iii) Area under the curve (i.e. Energy);
iv) Ratio number of extensibility/resistance;
v) Maximum resistance to extension;
vi) Extensibility/maximum.
3.4 The extensograph must measure stretching properties of dough under the following conditions:
i) Speed of dough homogenization/ball formation - 83 rpm ± 3
ii) Speed of dough molder - 15 rpm ± 1
iii) Speed of stretching hook -
14.5 ± 0.5 mm/s
iv) Temperature controlled relaxation cabinet - 30ºC
3.5 The extensograph must fit through a 102 cm x 210 cm doorway.
3.6 Power requirement:
110 - 120 VAC with a 3-prong grounded plug or 115 volts, 1 phase, 60 Hz. The system and/or components must be able to achieve the approval of the Canadian Standard Association (CSA).
4. Applicability of the trade agreement(s) to the procurement
The procurement is subject to the following trade agreements:

5. Justification for the Pre-Identified Supplier
The Brabender Extensograph "E" is an internationally accepted standard method that is in compliance with ISO 5530-2, ICC 114/1, and AACC 54-10. It is applicable for measurement of physical properties of dough subjected to mechanical handling and resting. The Extensograph "E" provides information about dough resistance to stretching and extensibility by measuring the force to pull a hook through a cylindrically shaped piece of dough. During the measurement, the resistance of dough to stretching and the distance the dough stretches before breaking is recorded in the form of a diagram called the extensogram. The Extensograph "E" from C.W. Brabender is the only instrument which meets this requirement as well as maintains continuity of the data that has been generated by the Canadian Grain Commission.
C.W. Brabender is the sole supplier of the instrument.
6. Government Contracts Regulations Exception(s)
The following exception(s) to the Government Contracts Regulations is invoked for this procurement under subsection 6 (d) - only one person is capable of performing the contract.

The estimated value of the contract, including option(s), is $61,475.40 (GST/HST extra).

Suppliers who consider themselves fully qualified and available to provide the services and/or goods described herein, may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
12. Closing Date for a Submission of a Statement of Capabilities
The closing date and time for acception statements of capabilities is August 7, 2013.

An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award.
However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.
Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.
The Crown retains the right to negotiate with suppliers on any procurement.
