Advance Contract Award Notice (ACAN) An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

Definition of the requirement Public Works and Government Services Canada (PWGSC), on behalf of its client, Defence Research and Development Canada (DRDC), is proposing to negotiate the supply of a 2-micrometer semiconductor laser, commercially available. DRDC - Valcartier Research Center requires a semiconductor laser to conduct laboratory experiments on infrared detectors.

Only «Fraunhofer Institute for Solid State Physics Applied» in Germany is currently able to produce semiconductor lasers capable of meeting the mandatory criteria above:

Minimum continuous power output power of 1 Watts ±10%.

Emission wavelength between 1.9 and 2.5 µm.

Maximum divergence of 1.5 degrees.
