INVITATION TO SUBMIT AN EXPRESSION OF INTEREST (EOI) IN THE CITY OF RIVIERE-DU-LOUP, QUÉBEC FILE NUMBER 522441
Public Works and Government Services Canada (PWGSC) is asking interested parties to provide information for a potential lease of office space that meets the following criteria:
Section A: Lease Components
a lease term of approximately 10 years, commencing on or about October 1, 2014;
approximately 276 usable square metres (um2) of contiguous office space;
the proposed space should satisfy or be capable of satisfying the following criteria: 1. be delivered according to a “Turn Key” concept, base building and leasehold improvements completed; 2. be within an office or commercial building, industrial type buildings or those including residential space will not be considered; 3. buildings located in agricultural, residential, industrial or flood zones will not be considered; 4. be located in a block of space, without impediment, on one (1) floor; 5. have a window arrangement and a configuration of the premises as requested in the lease documentation package; 6. have good visibility; 7. have the availability of fifteen (15) parking spaces for the use of the occupant and its clients (private parking on the land or on surrounding lands, or public parking on the street or on public land, that are no farther than 100 metres from the building);
preference could be given to spaces over the ground floor if two buildings or more offer this alternative;
the proposed space must be located in the city of Riviere-du-Loup and within the following boundaries (the geographical boundaries include sites on either side of the roads);
North: Lafontaine Street South: Hotel de Ville Boulevard, des Cerisiers Street, des Marguerites Street and Armand-Thériault Boulevard
East:
Fraser Street
West: Saint-Paul Street and Fraserville Street
On or before the lease commencement date, the proposed space will have to comply with all requirements contained in PWGSC’s Standards for Leased Accommodation, a copy of which may be obtained from the contact listed in Section F;
Note: PWGSC may wish to visit or inspect the proposed space upon reasonable notice and a threat and risk assessment may be undertaken in order to assess potential threats to the security of the proposed space and to the public.

Section C: Responses Required by
As this may be the only invitation to submit an Expression of Interest for this potential lease project, owners or their mandataries should provide responses by August 20, 2013. Any response received after this date may not be considered.
Section D: Information Provided by an Interested Party or an Interested Party’s Mandatary
Information provided by an interested party or by a party’s mandatary should include the file number, the location and municipal address of the building, current zoning, specific location of space within the building, measured area of space, architectural drawings identifying the proposed space with washrooms, exits and other design elements, private/public parking facilities, and details addressing
the criteria listed above in Section A. Mandataries submitting a response to this EOI must provide PWGSC with a letter authorizing them to do so.
Section E: Security Requirement
The building owners of the proposed spaces will have to hold a valid security clearance at the RELIABILITY level, approved and granted by the Canadian Industrial Security Directorate (CISD) of PWGSC prior to award. All parties interested in this potential lease project are advised to obtain this security clearance level in advance. Information regarding security clearance can be obtained on the website of the CISD/PWGSC at http://ssi-iss.tpsgc-pwgsc.gc.ca. Please contact the person listed in Section F to initiate the security clearance process.
Section F: Additional Information
For more it, or for reasons connected with the protection of patents, copyrights or other exclusive rights, or proprietary information or where there is an absence of competition for technical reasons, the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists;
Ownership of Intellectual Property:
No intellectual property will be generated as a result of this contract.
Period of the proposed contract or delivery date:
The estimated proposed contract will begin December 2015 and be completed by March 2017
(The contract will include an optional one period satisfactory to the discretion of the National Research Council Canada)
