Description

The Royal Canadian Mounted Police (RCMP) requires the services of a professional quality reviewer to perform formalized Quality Control (QC) for the RCMP Pre-employment Polygraph Examinations program.

This is to ensure that testing, whether conducted by RCMP members or contractors, is done in accordance with QC procedures, to ensure that the program maintains high standards, and that the program is defensible.

The requirement for an unbiased QC program is based on the need to have a formalized tool in place to validate test results and ensure consistency in techniques and practices.

Consultation with Program Managers from other agencies and experience has demonstrated that there are serious consequences when mistakes are made and not noticed.

This independent QC review will enhance the credibility of the PEP program.

The contractor must be an independent 3rd party with no current involvement with the existing RCMP’s Standing Offers in place for Performance of Pre-employment Polygraph (PEP) Examinations.

Definitions:

Reverse Interviewing Technique – A special investigative interviewing technique designed to ferret out previously undisclosed information.

Good Standing – Holding a valid and current membership as listed in Article III of the Constitution of the Canadian Association of Police Polygraphists.

To be declared responsive, a bid must comply with all the requirements of the bid solicitation; meet all mandatory criteria; and must achieve the minimum pass mark of 63 points to be considered compliant. Minimum pass mark: 70%.

The selection will be based on the highest responsive combined rating of technical merit and price. The ratio will be 70% for the technical merit and 30% for the price.

The resulting contract shall be from the date of contract award to November 21st, 2015.

In addition, the RCMP has an irrevocable option to extend the contract for four (4) additional one (1) year period(s).
