Security Requirement:
SECURITY REQUIREMENT FOR CANADIAN SUPPLIER: PWGSC FILE COMMON-PS-SRCL#20 1. The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer/Supply Arrangement, hold a valid Facility Security Clearance at the level of SECRET, issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
2. The Contractor/Offeror personnel requiring access to PROTECTED/CLASSIFIED information, assets or sensitive work site(s) must EACH hold a valid personnel security screening at the level of RELIABLITY STATUS, CONFIDENTIAL or SECRET as required, granted or approved by CISD/PWGSC.
3. The Contractor/Offeror MUST NOT remove any PROTECTED/CLASSIFIED information from the identified work site(s), and the Contractor/Offeror must ensurethat its personnel are made aware of and comply with this restriction.
4. Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of CISD/PWGSC.
5. The Contractor/Offeror must comply with the provisions of the:
a. Security Requirements Check List and security guide (if applicable), attached at Annex C;
b. Industrial Security Manual (Latest Edition).
NOTE: Note: The Project Manager Intermediate Consultants must EACH hold a valid personnel security screening at the level of SECRET.

Le ministère de la Défense nationale souhaite de fournir au camp militaire de Nanaimo, au champ de tir de Nanaimo et au Centre d'expérimentation et d'essai maritimes des Forces canadiennes (CEEMFC) de Nanoose (C. B.) des services d'enlèvement et d'élimination des déchets recyclables et des ordures.
Les travaux doivent être effectués pendant la période allant du 1er mars 2015, date d'adjudication, au 28 février 2017 inclusivement. Une option de renouvellement d'un an est prévue, à la seule discrétion de l'État.
Le besoin comprend pas d'exigence en matière de sécurité.
Il est recommandé que le soumissionnaire ou un représentant de ce dernier visite les lieux où seront réalisés les travaux. Des dispositions ont été prises pour la visite des lieux, qui se tiendra au Centre d'expérimentation et d'essai maritimes des Forces canadiennes (CEEMFC), le 13 novembre 2014. La visite des lieux débutera à 11 :00 HNP et se tiendra à l'entrée principale de l'établissement. La visite des lieux comprend voyager entre deux endroits, et les soumissionnaires ou leurs représentants doivent s'assurer qu'ils sont équipés de moyens de transport appropriés.
Les soumissionnaires doivent communiquer avec l'autorité contractante par courriel au plus tard à 12:00 pm HNP 7 Novembre 2014 pour confirmer leur présence et fournir le nom (s) de la personne (s) qui seront présents. Des instructions spécifiques seront fournis aux soumissionnaires à ce moment-là. Les représentants devront présenter une pièce d'identité avec photo émise par le gouvernement pour être autorisé à accéder au site.
Les soumissionnaires qui ne confirmeront pas leur participation et qui ne fourniront pas le nom de la ou des personne(s) qui participeront à la visite se verront refuser l'accès au site. On demandera aux soumissionnaires de signer une feuille de présence. Aucun autre rendez-vous ne sera accordé aux soumissionnaires qui ne participeront pas à la visite ou qui n'enverront pas de représentant. Les soumissionnaires qui ne participeront pas à la visite pourront tout de même présenter une soumission.
Les soumissions seront évaluées en fonction du prix le plus bas et de la meilleure capacité à fournir les services requis. La sélection finale sera effectuée en fonction de l'établissement des prix.
