Environment & Climate Change Canada has a requirement for Weather Observation services at The Pas, MB. The Contractors main responsibilities will be to prepare the instruments, release the balloons twice each day and ensure the prompt transmittal of the data. The work will also involve the management and staffing of the observing program and the scheduling of personnel for conduct the observing, recording, encoding and transmProgram 2. They are construction or renovation management projects for various federal buildings.

Only one type of task is planned as a task authorization, namely that the Contractor must provide services for the project delivery implementation and close-out phases. The level of effort will be specified in the task authorization statement of work.

Trade Agreements that apply are:

The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), the Canada-Chile Free Trade Agreement (CCFTA), the Agreement on Internal Trade (AIT),

the Canada-Peru Free Trade Agreement (CPFTA), the Canada-Columbia Free Trade Agreement (CColFTA), and the Canada-Panama Free Trade Agreement (CPanFTA)

if it is in force

Proposed period of contract:

The proposed period of contract shall be from award to December 31, 2020.

The work is to be performed on an as and when requested basis using a Task Authorization (TA).

Estimated Level of Effort:

The total estimated amount of available funding is $7 540 000.00, applicable taxes are not included, if two or three responsive bids are received.

If three responsive bids are received, the distribution will be as follows:

· Contract /001: a maximum of $3 393 000.00 (45% of $7 540 000.00)

· Contract / 002: a maximum of $2 262 000.00 (30% of $7 540 000.00)

· Contract / 003: a maximum of $1 885 000.00 (25% of $7 540 000.00)

If two responsive bids are received, the distribution will be as follows:

· Contract /001: a maximum of $4 524 000.00 (60% of $7 540 000.00)

· Contract / 002: a maximum of $3 016 000.00 (40% of $7 540 000.00)

Or

· If only one responsive bid is received, then a single contrat will be awarded. The total estimated amount of available funding will be $4 524 000.00, applicable taxes are not included.

The Crown retains the right to negotiate with suppliers in order to arrive at the most cost-effective contract that is in keeping with the terms and conditions of the RFP, or to not award a contract at all to one or several suppliers.
