Public Services and Procurement Canada (PSPC) has a requirement for the provision of professional aviation currency training including a pilot proficiency check by a Transport Canada delegated examiner when available on various aviation courses.
According to the terms of the collective agreement with the Canadian Federal Pilots Association (CFPA), Transport Canada is obligated to provide each medically fit Civil Aviation Inspector (CAI) with the opportunity to maintain his/her Professional Aviation Currency through the use of Departmental Aircraft or an approved alternate

Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to issue a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

Introduction
Public Services and Procurement Canada (PSPC) has a requirement for the provision of professional aviation currency training including a pilot proficiency check by a Transport Canada delegated examiner when available on various aviation courses. The purpose of this Advanced Contract Award Notice is to signal the governments intention to issue a Standing Offer for these services to Flight Safety International, 95 Garrat Boulevard. Downsview, Ontario. Canada. M3K 2A5.
Before issuing a Standing Offer, the government provides other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice by submitting a statement of capabilities during the 15 calendar day posting period.
If other potential suppliers submit statements of capabilities during the 15 calendar day posting period that meet the requirements set out in the ACAN, the government will proceed with a full tendering process on the governments electronic tendering service, in order to award the contract.
If no supplier submits a statement of capabilities that meets the requirements set out in this ACAN, on or before the closing date stated in this ACAN, the contracting officer will proceed with the award of a contract to the pre-identified supplier in this ACAN.

Background
According to the terms of the collective agreement with the Canadian Federal Pilots
Association (CFPA), Transport Canada is obligated to provide each medically fit Civil Aviation Inspector (CAI) with the opportunity to maintain his/her Professional Aviation Currency through the use of Departmental Aircraft or an approved alternate professional aviation currency program. The statement of work is in accordance with the Professional Aviation Currency Policy Appendix AApproved Alternate Professional Aviation Currency Programs for members of the Aircraft Operators (AO) Group employed at Transport Canada. The requirement for a National Individual Standing Offer (NISO) is to provide various proprietary aviation courses on an as and when required basis for Transport Canada.

Scope of Requirement
The contractor will provide professional aviation currency training including a pilot proficiency check by a Transport Canada delegated examiner when available on various aviation courses as described in the institutions published curricula on an as and when needed basis.
5.
Deliverables and Associated Schedule
On an as and when needed basis, Civil Aviation Inspectors who have been duly authorized for such training will register for pilot training courses offered by the training provider. Where available, the training provider will administer a Pilot Proficiency Check by a Transport Canada delegated examiner. Statement of Capabilities
Suppliers who consider themselves fully qualified and available to meet the specified requirements may submit a statement of capabilities in writing to the contact person identified in the Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
7.
Criteria for Assessment of the Statement of Capabilities (Minimum Essential Requirements)
Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:

Government Contracts Regulations Exception(s)
Section 6 (d) of the Government Contract Regulations is being invoked in this procurement as only one person or firm is capable of performing the contract

Exclusions and/or Limited Tendering Reasons
The following limited tendering reasons are invoked:
a) Limited Tendering
Article 506.12(b) of the Limited Tendering Provision is applicable on the basis of the absence of competition for technical reasons and the services can be supplied only by a particular supplier and no alternate or substitute exists.

Justification for the Pre-Identified Supplier
Flight Safety International is the pre-selected supplier. Flight Safety International will provide the level C or D full-flight simulators approved pursuant to section 606.03 of the Canadian Aviation Regulations and necessary training, on an as and when needed basis. Flight Safety International is able to provide training on numerous aircraft types in accordance with the TC Professional Aviation Currency Policy; Appendix AApproved Alternate Professional Aviation Currency Programs for pilots employed as Civil Aviation Inspectors and is the sole provider of training on full flight simulators of several aircraft types. It is also able to administer Pilot Proficiency Checks by Transport Canada delegated examiners at many of its facilities outside of Canada.

Period of the Standing Offer
The period of the proposed Standing Offer is for 3 years from date of Standing Offer issuance to March 31, 2022 inclusive.
The Contractor grants to Canada the irrevocable option to extend the term of the Contract by an additional 2 year period (April 1, 2022 to March 31, 2024) under the same conditions.

Cost Estimate of the Proposed Standing Offer:
Total estimated value in US Funds is $400,000.00 - $500,000.00 per year excluding GST/HST.

The closing date for accepting statements of capabilities is November 1, 2018

An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award.
However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.

The Crown retains the right to negotiate with suppliers on any procurement.
