Q1. Item 4.1.3 refers to providing the "original and seven (6) copies" Please clarify whether 6 or 7 copies are required.
R1. This requirement has been revised to request proponents to provide 1 original unbound submission and four (4) copies.
Q2. Item 4.1.3 indicates to provide one unbound submission. Is this to be the original or a copy? Please clarify.
Response: This is to be the original.
Q3. Regarding the GEMTEC report and the vacant portion of land along Brunswick Street, we would like to know the bearing capacity of the soil and if it might vary across the site. R3. The bearing capacity of the soil varies over the site. DTI had partially completed a pre-loading of a portion of the site in order to consolidate underlying soils for a previously planned addition. It will be up to the Successful Proponent to determine bearing strengths and foundation design for any new structures
to be constructed on the site.
Q4. Would we be able to talk directly to the author of the GEMTEC report?
R4. Proponents should not contact Consultants regarding reports, drawings or other information provided as part of this RFP. Section 3.6 of the RFP indicates that information obtained from alternate sources cannot be considered official and/or accurate.
Q5. I noticed that the files started with # 004-002.... Is there a file 004-001 that is missing?
R5. There are no files missing.
*****Amendment #6*****
This tender has been amended to address the following vendor questions and extend the closing date. All other information remains the same.
Q1. Regarding the site plan the item marked "garage" is clearly on PNB property yet it is marked "NIC". Can you explain this?
R1: This identifies a garage, which is owned by St. Dunstan's Church. It is currently located on the Centennial Building property. Upon a successful award of this tender, DTI will subdivide the property to remove this area and any required setbacks from the Centennial Building Parcel.
Q2. Are there any Easements or Right of Ways on the properties in question?
R2: Yes. A Plan of Survey - Centennial Building Property April 2014 has been provided with this amendment which clarifies the limits of the Centennial Building Property and shows the easements and Rights of Way for the Centennial Building Property.
Q3. PIDs 01489822, 75502153 ate not marked "NIC". Does this mean they are owned by PNB and are included in the overall package?
R3: These parcels do not belong to the CB Property. Refer to the Response in 2.
Q4. We would like to request an extension for Questions to June 28th.
R4. The Final Date for submission of Proponents questions is revised from June 12 to June 28, 2019. The Deadline for issuing Addenda to the RFP is revised from June 18 to July 5, 2019.
Q5. We would like to request an extension for final submission of tender to July 31st.
R5. The RFP Closing Date is revised from June 28 to July 19.
Q6. The RFP states that we are not responsible for the contaminated soil. This being the case who pays for any remediation required?
R6. Section 2.1 of the RFP states that the Successful Proponent will NOT be responsible for any environmental liabilities on adjacent properties. To clarify, the Successful Proponent WILL be responsible for any environmental liabilities on the Centennial Building Property, PID 01457423, which contains petroleum contamination.
