19TDRPPC800 - Development of Levels of Service Framework for Alberta Parks

1) The development and implementation of a levels of service framework for Alberta Parks (the current plus future phases of the project) is meant to:

a) Support decision-making for effective resource allocation and service delivery in the planning, development and operation of each Alberta Parks location;

b) Provide clarity to consumers about what they can expect at each location across Alberta Parks in terms of facilities and services; and,

c) Enable us to evaluate how well we are meeting the service levels we have set.


2) This project is the first phase of establishing an overall Alberta Parks levels of service framework. This framework should include:

a) An operational categorization system as a basis for describing levels of service (that includes Parks operations broadly: infrastructure, information and reservation services, programming/education, public safety, enforcement);

b) Levels of service for infrastructure/facilities and the tools required to implement these levels of service;

c) A change management plan for the roll-out of the levels of service framework across the organization; and,

d) A roadmap for future phases of levels of service across all areas of parks management. (This roadmap could include: subsequent phases outline; plans for transitioning and operationalizing, and evaluating performance; Region-specific approaches and prioritization; and facility operating agreement considerations.)
