BR-18-RDP-009-RFP - Engineering Consultant (PDP2/PFIP)

The objective of this RFP is to select a Contractor who will support the PDP2/PFIP Evaluation Committee in executing an engineering review of applications submitted to the two programs.

The engineering consultant will review the technology proposed and assess process performance and conversion efficiencies, mass balances, energy efficiency and related engineering aspects. The engineering consultant will also review project business plans and project economics (costs, revenues, timing of expenditures, etc.) This review will ensure that program benefits are applied in an efficient manner to meet objectives, avoid unintended consequences and provide decision-makers with high quality information with which to make decisions to support long-term Government objectives.

The ideal contractor will be an engineering firm with knowledge of and experience with various types of petrochemical facilities for various petrochemical value chains, preferably the methane, ethane and propane value chains.. The engineering firm will possess detailed knowledge and understanding of petrochemical processing technology, construction, operations and the project economics related to new or expanded facilities in Alberta or similar jurisdictions.

The contractor will have detailed knowledge of Alberta’s midstream infrastructure and operations, as well as knowledge of natural gas processing facilities, of fractionation facilities, of straddle plants, etc.
