ON-003437 - Electronic Voting Book Solution Project

This RFP is issued by Elections BC (EBC), the Independent Office of the Legislature responsible for administering provincial electoral processes in British Columbia. EBC is seeking Proposals to supply an Electronic Voting Book Solution (the "Solution") to replace the current paper-based voting books used to administer voting at Election Events. The Solution will be deployed on a large scale in Provincial General Elections and By-Elections.

The Solution is intended to automate voter check-in, voter registration and ballot-on-demand processes during an Election Event. By sharing Strike-off and Revision Information across the network of Electronic Voting Books, the Solution will enable British Columbia's "Vote Anywhere" system of voting. The Electronic Voting Books should also work off-line, with Strike-off and Revision Information downloaded prior to providing voting services, and then uploaded after voting closes, when an internet connection is established.

Elections BC is seeking a Solution that includes the following:
1. Supply of Electronic Voting Book Software that is customized to meet Elections BC's requirements;
2. Provision of Data Hosting services such that Elections BC Data is stored securely in Canadian data centres;
3. Integration of the Contractor's database with Elections BC's databases to ensure that the most current and accurate voter data is used at all times;
4. A suite of tools to enable central monitoring and management of the fleet of Electronic Voting Books; and
5. Software maintenance and support services.
