1. Advance Contract Award Notice (ACAN):
An ACAN is a public notice indicating to the suppliers community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the requirement:
The National Research Council of Canada (NRC) is seeking to acquire a laser extensometer that does not require contact, marking or painting, allowing at high temperature in a closed enclosure.
NRC's positioning in advanced manufacturing in the automotive and aeronautical sectors requires a high-precision LaserXtens 2-120HP/TZ extensometer from the company Zwick/Roell LP.
The scope of work includes supply, transportation, installation, documentation and training in Winnipeg, Manitoba.
3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements):
Any interested supplier must demonstrate by way of a statement of capabilities that its product meets the following requirements:
3.1. The extensometer must have: 3.1.1. at least one laser light source pointing towards the surface of the sample 3.1.2. and comprising two (2) digital cameras.
3.2. The extensometer must not: 3.2.1. require contact with the sample, 3.2.2. require any marking on the surface of the sample to be measured.
3.3. It must allow a gauge length of the sample to be determined in the software varying between 1.5 and 120 mm depending on the number of cameras used, the heating system used and the desired level of deformation.
3.4. It must have a level of accuracy of class 0.5 in accordance with ISO 9513 (Class B2 of ASTM E83) at room temperature.
3.5. It must have a resolution of 0.11µm at room temperature.
3.6. It must have a type of control type deformation of the mechanical testing device by using the variation of the axial deformation of the sample calculated in real time (use after pretests).
3.7. It must operate under various environmental conditions (heat, gas, radiation) and be compatible with the use of an environmental chamber (furnace) and an induction heating system up to at least 540 ° C.
3.8. The system must be equipped with a high resolution AD / DA converter with four (4) inputs and two (2) outputs to operate the extensometer.
3.9. The system must include a rigid universal support, compatible with a servohydraulic device in order to achieve high precision (class 0.5 in accordance with ISO 9513).
3.10. It must include the testXpert software integrated into the system and to be installed in a computer as well as any other equipment necessary for connections for the operation and control of the extensometer and the calculation of deformations (to be installed following the arrival of testing machines at University of Manitoba in Winnipeg).
3.11. It must measure the transverse strain of the sample.
3.12. It must include an optical tunnel in order to be placed between an environmental chamber and the extensometer in order to reduce changes in optical conditions.
3.13. The system must operate on a 110, 208, 230 or 480 volts 1 or 3 phases, 60 Hz power supply.
4. Constraints:
4.1 The extensometer must operate and interface with the NRC mechanical testing devices currently in operation (a MTS brand servo hydraulic device from the company MTS Systems Corporation).
4.2 The measurements must be carried out without contact and without marking the sample in order to minimize handling and the risk of modification of the surface to be analyzed.
4.3
The installation will be carried out after the installation of a MTS servo hydraulic device from the company MTS Systems Corporation. NRC will synchronize work.
5. Applicability of the trade agreements to the procurement:

The supplier must be able to provide an equipment that comply with all the criteria mentioned at section 3 of this notice. To PWGSCS knowledge, only ZWICK/ROELL LP is able to provide this equipment.
9. Government Contracts Regulations Exception:
The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6. d) - "only one person is capable of performing the work").

An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award.
However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.
Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.
The Crown retains the right to negotiate with suppliers on any procurement.
