Transport Canada (TC) requires a Remotely Piloted Aircraft System (RPAS) that is capable of operation Beyond Visual Line of Sight (BVLOS) which will be used by TC as a proof of concept to evaluate RPAS technology as a supplement to the capabilities of manned surveillance aircraft operated under the National Aerial Surveillance Program (NASP). The RPAS must include a Remotely Piloted Aircraft (RPA) or Optionally Piloted Aircraft (OPA); sensor equipment to be carried concurrently as payload on board the RPA; communication links; and the RPAS mission control station (MCS) and launch and recovery equipment.
The Contractor must provide initial training.
The Contractor must provide the Optional Goods described herein, such as spares, equipment, and parts necessary to maintain and operate the RPAS, and additional components of the RPAS, on an "as and when requested basis" by Canada.
The RPA may be new or used. All sensors, all equipment and components in the MCS and launch and recovery equipment, and all payloads, must be new only.
The EO/IR will be supplied as government furnished equipment (GFE).
TC will operate the RPAS in conjunction with the existing fleet of manned surveillance aircraft to maintain persistent domain awareness in Canadas North. Operational surveillance activities with the RPAs will occur primarily between N60 and N72 degrees of latitude.
The period of the Contract will be five (5) years from date of Contract.
Delivery of the RPAS is required on or before 24 months after date of contract, to Iqaluit airport, Nunavut, Canada.
Optional Goods, if requested by Task Authorization during the period of the Contract, are to be delivered to Transport Canada, Aircraft Services Directorate, 200 Comet Private, Hangar T- 58, Ottawa Airport, Ottawa Ontario.
After delivery by the Contractor under a Task Authorization is complete, future delivery may be made by Canada to Iqaluit Airport, Nunavut.
There are security requirements associated with this requirement.
This procurement is subject to the Controlled Goods Program.
This procurement is subject to the Comprehensive Land Claims Agreement(s) in the Northwest Territories, Nunavut, northern Quebec, and northern Labrador.
The national security exceptions provided for in the trade agreements have been invoked; therefore, this procurement is excluded from all of the obligations of all the trade agreements.
The Federal Contractors Program (FCP) for employment equity applies to this procurement
The Phased Bid Compliance Process (PBCP) applies to this requirement.
The responsive bid with the highest combined rating of technical merit and price will be recommended for award of a contract, provided that the Bid Evaluated Price does not exceed the Maximum Funding for this requirement identified in Attachment 3 to Part 4, Financial Bid Presentation and Evaluation Sheet.
It is anticipated one contract will be issued as a result of this bid solicitation.
