Request for Proposals
FOR
Terracem Road Base Stabilization
The M.D. of Provost No. 52 is currently accepting proposals for the purpose of selecting a qualified proponent to undertake two Base Stabilization Projects (@ approximately 13.6 km total) of gravel road using the LaFarge Terracem (or equivalent) product during the 2020 construction season. The projects consist of the following gravel road surfaces, which are approximately 9.0 to 9.5 meters in width:
• Twp Rd 410 from Rrd 91 to The Battle River Bridge.
o (Approximately 5.5 kilometres of stabilization)
• Twp Rd 410 from Hwy 899 to Rrd 20.
o (Approximately 8.1 kilometres of stabilization)

Scope of work includes, but is not necessarily limited to:
• Provision of necessary staff and equipment;
• Incorporation of the product to a depth of 30 cm (one foot) at a designated rate of application (tentative 220 tonne/km) which may vary depending on soil condition;
• Locating a water supply for the project (M.D will compensate landowners as per its policy if applicable);
• Provision of traffic control where needed;
• Provision of proper signage;
• Coordination of product supply and delivery with the supplier; and
• The ability to attain substantial completion of the project no later than July 30th, 2020.
Successful proposals will include the following:
1. Company profile, including equipment and staff inventories necessary to indicate an ability to complete the scope of work as specified.
2. A demonstrated ability to complete the scope of work requested in its entirety, within the timelines specified.
3. Not less than two references which will verify capacity, ability, and quality of work and demonstrate both experience in application of the indicated product and municipal experience.
4. A definitive cost estimate, presented in whichever fashion the proponent considers adequate, reflective of their business and billing practices, and which provides acknowledgement and recognition of the noted scope of work. Mobilization costs will be clearly noted and separated.

Proposals will be accepted until 12:00 NOON on Tuesday February, 25th, 2020 and considered by the Council of the M.D. of Provost No. 52 on February, 27th, 2020 during the course of its regular meeting. Proposals received after the deadline will be rejected, and will be returned unopened to the proponent(s).
Proposals will be weighted as follows:
Cost Estimate: 30%
Company Profile and Experience: 40%
References: 30%
Council reserves the right to accept or reject any and all proposals at its sole discretion.
